These sources believe that Abbadi intends to complete the Cabinet shortly before the expiration of the specified month to form the Government after the constitutional mandate officially on August 11. However, these sources noted that Abbadi had had difficulty in determining the portfolios of defence and interior ministries, which had been administered by outgoing Prime Minister Nuri al-Maliki during the past four years, the Agency does not intend to take any of the Ibadi positions. According to political sources.
