Health authorities: the dollar and smuggling are a major reason for the exacerbation of the drug price crisis

Baghdad / Osama Al-Bayati
The official health authorities have reported continuing to follow up on the drug file, pointing out that the high and varying prices have many reasons, including the unofficial entry of some of them into Iraq, the change in the exchange rate of the dollar, as well as the global changes represented by the Corona pandemic and the significant increase in transportation costs from abroad.
The official spokesman for the Ministry of Health, Saif Al-Badr, told (Al-Mada), that "the official authorities are following up the issue of drug pricing on an ongoing basis."
Al-Badr added, "There are joint committees between the Ministry of Health, the Pharmacists Syndicate and a number of other security and control authorities to follow up on the implementation of the drug pricing project."
He pointed out that "a large number of pharmacies are committed to this project," and talked about "putting proven labels for priced medicines."
Al-Badr stressed, “The project is of great importance to control the prices of medicines, follow up on the illegal circulation of medicines and know their sources,” stressing that “there is high coordination between the Ministry of Health, the Pharmacists Syndicate, the rest of the security ministries and the regulatory authorities to limit them.”
For his part, spokesman for the Pharmacists Syndicate, Muhammad Sherkhan, said that "drug prices have risen globally due to the high prices of raw materials after the Corona pandemic, in addition to the increase in transport prices globally."
Sherkhan added, in an interview with Al-Mada, that "the cost of transportation from China to Iraq was in the past about 2500 dollars, today it is more than 8000 dollars."
He pointed out that "the practical steps for importing medicines have become incurring huge expenses for the pharmacist and the owner of the importing scientific office, including an increase in customs fees."
Sherkhan pointed out that "the license to import medicines was issued only by the Ministry of Health, but today it is issued by the Ministry of Commerce as well, despite its lack of jurisdiction."
He continues, "The Syndicate aims to organize the work of the pharmaceutical market to serve the Iraqi citizen," noting that "the change in the dollar exchange rate affected the pharmaceutical market in particular."
Sherkhan demanded, "the activation of the drug dollar law, which provides for maintaining the exchange rate of 1200 dinars for medicines only."
And he added, "This law is considered part of the white paper submitted by the government to the House of Representatives, and it also includes that dealings between drug stores and pharmacies are in Iraqi dinars."
Sherkhan finds, "The variation in drug prices from one region to another is due to the reasons, some of which are professional violations, including smuggling operations. Some of these drugs have entered Iraq illegally, and the rents that vary according to regions and the multiplicity of drug companies."
He stated, "The large number of pharmacies led to the creation of great competition to limit the rise in prices," stressing that "some of those pharmacies sell medicines below the established price, due to the losses they sustained, and this ultimately leads to the closure of the pharmacy."
Sherkhan continues, "The union has taken strategic steps for scientific offices and stores to register all medicines in the Ministry of Health according to a final time to limit the price hike."
And he stated, "The Syndicate has received all complaints submitted to it by citizens, pharmacists and doctors about practicing the profession of pharmacy for non-pharmacists, and in turn, legal measures have been taken against violators."
Sherkhan estimated, "the number of fake and unlicensed pharmacies constitutes only 5% of the total pharmacies in Iraq," adding that "the syndicate is not responsible for closing it, but rather the Ministry of Health, the Ministry of Interior and Economic Security."
Sherkhan added, "The syndicate is in the process of issuing identification identities for drug representatives, and then legal measures will be taken against violators who do not have a medical specialty or a university degree that enables them to practice this work."
The pharmaceutical market in Iraq is witnessing a clear rise, at a time when the competent authorities continue their efforts to control it.
