Kurdistan Parliament diagnoses the problem of pensioners' salaries and recommends reforming the banking system
Shafaq News/ The Finance Committee of Kurdistan Parliament attributed, on Wednesday, the problems facing retirees in receiving their monthly salaries in the region to the lack of the banking system in all of Iraq, stressing the need to establish a fund for retirees in the region.
This came in a press conference held by the Parliamentary Committee, in which it reviewed the problems and failure in distributing salaries to employees and retirees in the region.
Committee Chairman Ziad Jabbar said during the conference that the large part of these problems is due to the lack of a banking system in Iraq in general and the Kurdistan Region in particular, and we should work on establishing this system.
He added that during the past period, there were problems related to the method of distributing salaries, especially in the pension system in the Kurdistan Region, and we formed a committee within the Finance Committee, which discussed in detail this matter.
Jabbar continued by saying that the committee was able to prepare a detailed report and ratified it, and it was sent to the Presidency of Parliament, the Prime Minister, and the Ministry of Finance to adopt the recommendations attached to it to address the problems and negligence in this matter.
In turn, committee member Lisa Falak El-Din Kakai reviewed during the conference the special report on the poor system of distributing pensioners' salaries in the region, which emerged significantly during the first three months of 2022.
The committee recommended allocating sums of money from the region's internal revenues to the salaries of retirees, and they are deposited in the government treasury.
Among the problems is the footing of retirees' salaries in the salary distribution schedule, which leads to the depletion of funds allocated in banks, according to Kakai.
The report called for the pensioners' salaries to be paid first, given their age and health conditions.
Kakai said that the committee is awaiting the procedures of the regional government and the formation of a committee on the above points.
The report called for the opening of a bank account for retirees, and the adoption of the electronic system in distributing their salaries to facilitate and expedite the process of disbursement. This is a modern method that enhances transparency, integrity, and confidence for salary recipients by obtaining a smart card.
The report called on the regional government to link the government offices in the four governorates to one another, complete the biometric system, and open an account for retirees and those who receive all salaries.
The report called for work to establish a fund for retirees in the region to secure salaries for this segment of society and that those salaries should not be exposed to any risks.
Kakai stressed that the retirement fund is a national financial and sovereign issue, and one of the main rights of retirees, and its absence is a legal violation, and it is not possible, under any justification, for retirees to not guarantee their rights through this fund.
She stressed the necessity of collecting all retirees in the Retirement Directorate of the Ministry of Finance, and transferring military retirees in the forces of 70 and 80 in the Peshmerga to this directorate.
The report pointed out the inadequacy of the buildings and locations of banks, and this issue to some extent was addressed in the governorates of Erbil and Dohuk, and bank buildings and salary distribution outlets in them are new. In the thousands.
The report refused to distribute the salaries of retirees in the old and dilapidated buildings in light of this huge amount of buildings available in the Kurdistan Region, calling for the provision of suitable buildings, especially in Sulaymaniyah.
The report called on the Ministry of Finance to provide the salaries of retirees, end the obstacles and problems they face inside the banks, and end the painful scenes that occur to the families of martyrs and people with special needs.
