Baghdad / Tamim Al-Hassan
The leader of the Sadrist movement, Muqtada Al-Sadr, announced yesterday, Saturday, his readiness to sign an agreement that excludes the ruling parties that participated in the political process after 2003.
Al-Sadr Minister Saleh Muhammad Al-Iraqi said in a tweet followed by (Al-Mada), that "there is more important than dissolving parliament and holding early elections, and the most important thing is: the non-participation of all parties and personalities that participated in the political process since the US occupation in 2003 to this day... Its details include leaders, ministers, employees, and special ranks affiliated with the parties, but absolutely..including the Sadrist movement..I say that with full mouth.”
He added: "This, instead of all the initiatives that some are seeking, including the United Nations, is thankful, and I am ready, within a maximum period of (72) hours, to sign an agreement that includes this and from now, and it is not said that this is achieved after the upcoming elections, nor that it be achieved in any way. bloody.”
And he continued, "If this is not achieved, there is no room for reform, and therefore there is no need for me to interfere with what is happening in the future, neither with a tweet nor with anything else."
The "Framework Trio" group, as it has become known, (State of Law, Wisdom, and Asaib) is trying to race against time to hold a parliament session before the end of the month.
The Federal Court is supposed to consider the cases submitted regarding the dissolution of Parliament in the middle of this week.
On the other hand, the “trio team” is floundering, as information indicates that it is applying “unusual” pressure to persuade Muhammad al-Halbousi, Speaker of Parliament, to hold the session.
So far, the "frameworkers" have not obtained a guarantee that all political forces will attend the supposed session, if they (the framework) threaten to fall into the trap of the "blocking third."
Last week, the coordinating framework announced the suspension of dialogues (despite their actual halt 4 months ago) with the leader of the Sadrist movement, Muqtada al-Sadr.
This decision came after Al-Sadr's supporters gathered last Tuesday morning, in front of the Judicial Council building in Baghdad, before they withdrew a few hours later.
As a result, the “framework” took the escalation, which reached its climax between the two parties during the past week, to a further place when it sought to move Parliament outside the Green Zone.
Al-Sadr's followers are prohibited from holding sessions after they took control of Parliament about a month ago, and Al-Halbousi suspended the sessions as a result.
The "tripartite team" promotes that it has collected about 170 to 180 signatures to hold a session of Parliament to discuss financial issues such as funding for employees, in addition to "Turkish violations."
The last reason (Turkish violations) was the pretext that Parliament held its last session in June (before the Sadrists took control of the Council), which was quickly abandoned in favor of passing the alternatives of the independent deputies.
The "frameworkers" are racing against time, fearing that the Federal Court, as set on August 30, will utter lawsuits filed before it regarding the dissolution of Parliament, at which time the session will have no meaning.
The "trio" aspires before next Tuesday (the date of the federal session) to form a government, but according to the events on the ground it may be almost impossible.
So far, the "framework" has no guarantee that the rest of the political forces will attend the session in which a president may be elected.
And it requires, according to the recent interpretation of the Federal Court, the presence of at least 220 deputies to pass the President of the Republic, while the Kurdish forces are still not in agreement on one candidate.
The "trio"'s fear of falling into the trap of the "blocking third" that it set up for its opponents a few months ago is increasing, due to the recent positions of the Sunni and Kurdish forces on the issues of dialogue.
Last Wednesday, the Kurdistan Democratic Party set a condition in return for participating in political dialogues to get out of the current crisis.
Arafat Karam, the official in charge of the Iraqi file at the headquarters of the leader of the Kurdistan Democratic Party, said, "We are with dialogues, provided that all the main parties are present."
In the same way, the leader of the Kurdistan Democratic Party, Hoshyar Zebari, called last Thursday for a "comprehensive dialogue" between all parties.
Zebari said in a "tweet" that "to address the worsening crisis in the country, there is no alternative to national dialogue. But there must be a serious preparation for a comprehensive dialogue for all concerned parties, especially the participation of the active and influential parties from the Sadrist movement, otherwise the dialogue will be deaf and without outcomes to calm the current congestion.”
And it was supposed to start last Thursday, the second round of the dialogue called by Prime Minister Mustafa Al-Kazemi, which boycotted the Sadrist movement in the first stage.
According to information received by Al-Mada, "the Sunni forces conveyed similar words to the coordination framework that there is no point in attending without the presence of a representative of the Sadrist movement."
According to that information, which was reported to (Al-Mada), an informed politician, "The framework is pressuring Al-Halbousi to hold the session, and last week they delivered a strongly worded message to the latter through Faleh Al-Fayyad, the head of the crowd."
Within the “framework,” according to leaks, the tripartite team places a list of possible places to hold the session instead of the Green Zone, such as the Peace Palace, or one of the palaces in Adhamiya, Baghdad University, and Baghdad Airport.
The attempts of the last hours
Despite this, the “Sheikh of the Frame”, Hadi Al-Amiri, the leader of Al-Fateh, whose proposals were dismissed by the “Triple Group” in favor of holding the session, is still enthusiastic about the idea of a settlement with Al-Sadr.
The latter hopes to meet the leader of the current in the last hours before holding the session, while the head of the Jamahiriya Party, MP Ahmed al-Jubouri, known as "Abu Mazen", had called on Friday to form a delegation headed by Massoud Barzani, leader of the Democratic Party, and Hadi al-Amiri to go to al-Hananah and be frank with al-Sadr. The basics of the crisis and its solutions, to end the political debate.
Meanwhile, what was known as the “minister of the leader” had published about the leader of the movement, Muqtada al-Sadr, that the latter would not sit with any politician without “real radical reform.”
Al-Sadr said through his minister in a tweet last Friday, “Let everyone know that I have not and will not be satisfied with this abhorrent quota as any member of the people, who have taken upon themselves the restoration of the stolen rights, because I am in the people’s side and will not sit with any politician regardless of his demands, without radical reform. Real".
And the “minister of the leader” had considered, in a previous tweet, what the “framework” was doing recently, as an attempt to form “a government in order to complete the sale of what was left of Iraq and looting the rest of its wealth...
