The Iraqi Oil Marketing Company - SOME, is facing an investigation by the Iraqi Integrity Commission, after it was revealed that it had been subjected to fines because of its failure to export oil, amid parliamentary assurances that the company was unable to export oil and import oil derivatives in a proper and proper manner.
SOMO's corruption files reached the Parliamentary Integrity Committee, and relate to its exposure between 2013 and 2017 to fines amounting to about $500 million, due to its delay in exporting oil and its failure to implement contracts.
A member of the Parliamentary Integrity Committee, Hadi Salami, said: “There are many violations from the various companies of the Iraqi Oil Ministry, especially SOMO, as there are exaggerated contracts and many violations.”
He added that “work is underway in coordination with the Office of Financial Supervision to resolve the issue,” explaining that “most corruption cases are referred to the courts, and we are following up with them to resolve these files, and we have parliamentary procedures related to the accountability of ministers under the dome of parliament.”
Sumo's marketing consultant faces charges of squandering this amount, which is why the Iraqi Integrity Commission sent his name to the Rusafa Investigation Court.
For his part, a member of the Parliamentary Oil and Gas Committee, Sabah Sobhi, says that “SOMO was unable to carry out the export of oil and the import of oil derivatives in a proper and correct manner,” noting that it “retracted from the contracts it concluded or delayed their implementation, which resulted in millions of dollars being imposed on it.”
He added, "In the Parliamentary Oil and Gas Committee, we intend to host the Director General of SOMO, and we also intend to host the Minister of Oil."
According to the information, SOMO was forced by judicial decisions to pay a fine for the delay in exporting oil to 4 companies, which are Saudi Jerry, Mesopotamia Valley, Star Energy and Al-Zahra.
In 2016 and 2017, companies with contracts with the Ministry of Oil were subjected to fines amounting to 1,952,368 dollars, but SOMO did not receive this amount.
The number of new files of corruption and waste of public money with the Parliamentary Integrity Committee has reached 50, and given the end of the parliamentary recess and the start of the new legislative term, the judiciary is scheduled to be informed about them in the coming days, but the problem is not in preparing the files, but in following up and taking actual steps regarding them.
