Parliamentary Security: The fate of those whose contracts have been terminated depends on the financial allocations

Baghdad / Hussein Hatem
The Parliamentary Security and Defense Committee is seeking to resolve the file of those whose contracts have been terminated in the security ministries, attributing the reason for the delay in directing these groups to financial allocations in the first place.
A member of the Parliamentary Security and Defense Committee, Baidaa Khader Al-Salman, said in an interview with (Al-Mada) that, “The Security and Defense Committee has repeatedly called for a resolution of the file of those whose contracts were terminated in the security ministries.”
And Al-Salman added, "Our committee is seeking to add financial allocations for these groups in the 2023 budget in order to return them to service."
And she pointed out, “The reasons that impede the return of those whose contracts have been terminated in the ministries are many and complex.”
And Al-Salman pointed out, “There is a parliamentary movement from within and outside the Security and Defense Committee to resolve the file whose contracts have been terminated,” noting that “there are many files related to approving the 2023 budget.”
Al-Salman concluded, "The recent appointments created pressure on the budget and pushed state institutions to functional sluggishness."
In turn, the other member of the committee, Yasser Iskandar and Tut, said in an interview with (Al-Mada), that “the security ministries will proceed to resolving the file of the terminated contracts after the approval of the budget law for the year 2023.”
He added, "The final number that was included in the Food Security Law amounted to 37,529 associates," noting that "the delay in directing the terminated contracts is hampered by the financial allocations, which are linked to a high degree with approving the budget."
He pointed out, "Parliament, especially the Parliamentary Security and Defense Committee, will stand by the Ministries of Defense and Interior in terms of providing support and financial allocations that enable them to develop their work."
In addition, a source who refused to be named revealed to (Al-Mada) that “the ministries have completed all the procedures for returning their canceled contracts.”
He added, "All ministries and security agencies have completed the lists of officers and associates whose contracts have been terminated, while the Ministry of Defense has launched a website to communicate with those whose contracts have been terminated and to submit their papers to re-conduct the examination and interview and to adopt the standards set by the ministry."
The source explained, “There are more than 100,000 people whose contracts have been terminated from various security agencies, distributed as 37,000 for defence, 29,000 for the interior, 30,000 for the popular crowd, and the rest for the intelligence and national security agencies.”
He explained, "Some of these people have been employed and others have passed away or are sick, in addition to the old age of some of them and they have service and will be retired, while their expertise will be used in the various units."
The source confirmed, “The reasons that impede the return of those whose contracts have been terminated are financial allocations,” noting that “the emergency support law has allocated enough for one month’s salaries only.”
In late 2022, the Ministry of the Interior announced the completion of more than 29,000 transactions to return those whose contracts were terminated within the Emergency Support for Food Security and Development Law, while indicating that there is a tendency to return other groups after the approval of the budget.
"The Ministry of Interior has completed more than 29,000 return transactions for those whose contracts have been terminated by the ministry's staff, and they will be returned within the emergency support for food security and development law," said the ministry's spokesman, Major General Khaled Al-Muhanna.
Al-Muhanna added, "The process of returning the terminated contracts continues, on its way to completion," explaining that "the return of the 29,200 affiliates is not subject to approving the budget."
He pointed out, "The presence of other affiliates whose return may be with the approval of the general budget.
