    [size=45]Representatives expected the budget law to be subject to scrutiny and amendment in the House of Representatives, expecting it to arrive from the government early next week. Representative Rafik al-Salihi said, "All governorates look to the House of Representatives in order to expedite the approval of the budget, as it suffers from many problems at all levels, foremost of which are services."[/size]
    [size=45]Al-Salhi added, "The draft budget law will be subject to careful discussion by members of the parliament before voting on it."[/size]
    [size=45]Al-Salihi pointed out that “meetings and workshops will be held within each committee with those concerned in order to make a transfer if necessary,” noting that “submitting the draft budget law for three years is positive.”[/size]
    [size=45]For his part, Representative Mustafa Al-Karawi stated, “The draft budget law has not reached the House of Representatives until the present time,” suggesting that the draft law will arrive “at the beginning of next week, at the latest.”[/size]
    [size=45]Al-Karawi explained, “Parliament needs a long time to discuss the budget paragraphs,” noting that “the competent parliamentary committees have powers to make some amendments to the paragraphs of the law, and for this reason, passing them after their arrival in Parliament requires more than a month.”[/size]
    [size=45]On a related note, Representative Moeen Al-Kazemi stated, "The State Administration Coalition, which brought together the basic blocs of the Iraqi people, has become the guarantor of the continuation of the government of Muhammad Shia'a Al-Sudani and the development of its performance."[/size]
    [size=45]And he believed that agreeing on the draft budget law for 2023 and the coming years is “an important achievement for the Sudanese government.”[/size]
    [size=45]Al-Kazemi pointed out, "The disbursement of the Kurdistan Region's share of the budget is conditional on the Kurdistan Region presenting clear and transparent statements of its daily revenues."[/size]
    [size=45]He added, "The Parliamentary Committee will discuss the issue of the deficit established in the budget, amounting to 64 trillion dinars, and how to cover it, and there is political consensus to pass the budget and after examining its items and doors to start implementing what was stated in the ministerial program."[/size]
    [size=45]And he continued, “The financial management law allowed the government to present a budget for (3) years, provided that the first year is obligatory, meaning that it is approved, while it is possible to make amendments to the 2024-2025 budget, with a proposal from the Ministries of Finance and Planning and the approval of the House of Representatives.”[/size]
    [size=45]Al-Kadhimi indicated, “The budget’s reliance on a realistic price of $70 per barrel of oil was determined by specialists and does not cause concern, because global expectations indicate that oil prices will stabilize within these limits or more during the current year.”[/size]
    [size=45]The Council of Ministers had voted last Monday on the draft budget law for three years and decided to refer it to Parliament for the purpose of its legislation. According to the project, the amounts are 197 trillion dinars, 150 of which are for the operational part and the remaining for investment, with a deficit of about 64 trillion dinars that is covered from the surplus oil.[/size]
