    To ensure a stable and progressive development and development of the economy of our country, which currently remains devoted to the import of raw, finished, semi-finished and consumer materials with an underdeveloped infrastructure and very low investment attractiveness, it is necessary to move to the path of an innovative development approach.
     The leading countries in the world are working to intensify their activities to invest in the knowledge economy and digitize the economic sectors. Investments in this industry are trailing investments in fixed capital in terms of volume. The growing role of the development and implementation of new technologies requires a qualitatively new level of lifelong professional continuing learning, advanced training and use of new techniques and technology.
     A number of economic problems facing our country can be solved thanks to the development of a knowledge-based economy and the digitization of sectors of the economy that meet modern requirements.          
     This type of economy, according to the proposed innovative development and development strategy for Iraq for the period up to 2030 (the concrete economic renaissance strategy will be discussed later), should become the main factor in the socially oriented, productive and economical development of society. The implementation of this strategy depends to a large extent on the effectiveness of regional innovation processes (according to methods, means and tools that will be discussed later) that ensure the establishment of a unified national innovation system.
     In turn, emerging regional innovation systems must provide an enabling institutional environment for all components of innovation: education, science, knowledge marketing, intellectual property protection, financial, intellectual, knowledge and economic investments, as well as public-private partnerships (detailed in upcoming specialized articles).
    The basic concepts are taken into account through practical examples and practical and applied practice in order to conduct research work within the framework of a problematic scientific school based on the use of the unique, creative and innovative intellectual and mental capabilities to solve the problems of diversifying the local and national economy, ensuring the perception of innovation in all its elements.
     A scientific study is being conducted on topical topics, with financial and organizational support by a scientific city government that is voted on in the Iraqi Council of Ministers and Parliament, operating with regional investment and sponsorship of the proposed Iraqi governmental Creative and Innovative Science Foundation.
