Parliament pledged to expedite the approval of a workers’ retirement law that includes all employees of the private sector, but it fears that it will not be implemented, and deputies confirm that this law will include a monthly deduction from workers that will be placed in a fund in which employers participate, in addition to the state bearing part of it.
The Minister of Labor, Ahmed Al-Asadi, stated in a televised statement that, “The workers’ retirement and guarantee law was presented years ago, and Parliament completed its first and second readings, but voting on it was delayed due to preoccupation with the budget.”
Al-Asadi continued, "The government's expectations indicate the possibility of passing the law in the coming days."
On the other hand, Representative Jamal Cougar said, "Parliament is serious about passing the Social Security and Workers' Retirement Law, whose discussion was delayed and goes back to the previous session, but the problem lies in its implementation."
Cougar continued, "The problem in Iraq in general is not related to the legislation of laws, but rather to the possibility of translating them on the ground and turning them into a tangible reality by the executive authority."
He pointed out, "Social security will affect the life of every active working citizen in society, and this issue is present in all countries of the world."
Cougar stressed that "Iraq should keep pace with what is happening in the countries of the world and legislate a law for social security, and not leave its workers without protection for their future."
And he stated, "The legislation of the law will make workers in the private sector safe, similar to employees in state institutions, and the workers segment will have a rewarding retirement salary."
And Cougar concluded, “The subject of application is not specific to the House of Representatives, but rather it is an issue belonging to the executive apparatus, especially the Ministry of Labor and Social Affairs.”
For his part, Representative Hussein Arab said, "The Social Security Law is very important, and it was enacted in 1971, that is, half a century ago, and because of its long period of time, its legal content has expired."
Arab continued, "The country now needs to enact a new law and a modern vision of the reality of workers in Iraq and the need to provide support for them and secure their future."
He pointed out that "Parliament is currently discussing a good law and has not made amendments to the law in force," and talked about "mechanisms found in this law, most notably ridding the public sector of the burdens of government appointments and encouraging graduates to work in the private sector."
And between Arabs, that «all regular, irregular and optional work will be covered by retirement».
And he stressed, "The worker will pay a monthly subscription in which the state and the employer participate, and this subscription goes to a fund that grants the pension according to the average salary of the last five years after determining the legal age that has not been agreed upon until the present time."
Arab concluded, "The law includes many privileges that encourage citizens to leave the public sector and go to the private sector in a satisfactory manner."
Representative Nahida Al-Daini says, "We know for sure the suffering that workers in Iraq face from a lack of rights and neglect over many years, which led to a sharp deterioration in living conditions and a significant decline in the support and support of institutions for this important segment."
Al-Daini continued, "The Labor Committee and parliamentary civil society organizations diagnosed all the problems facing the working class, and reviewed all international agreements, treaties and experiences, in an effort to do justice to this important segment, remove injustice from it, and grant it its constitutional and legal rights."
And she pointed out, “The committee has worked over the past period with great effort to complete the retirement and social security law for workers, which will meet the majority of the needs of the working class, guarantee them full rights, and grant them all the requirements for a comfortable and decent life, and we promise you that we are proceeding with determination to legislate the law in the near future.” .
On a related note, Representative Amir Al-Mamouri said, "This law has reached the stage of voting, after completing the first and second readings earlier."
Al-Mamouri continued, "The competent committees are serious about following up on this law and completing its belongings through communication with the Ministry of Labor and Social Affairs."
He pointed out, "The law is very important for the worker, that his service be calculated for the purposes of bonus, promotion and retirement, and he receives a retirement salary equivalent to the public sector."
Al-Mamouri said, "The legislation will also cover individual entrepreneurs, such as taxi drivers, as they will pay contributions, part of which the state will bear to guarantee their rights in the future."
And he stressed, “The provisions of the law are not only related to providing privileges to workers, but they also help in supporting and developing the private sector, doubling its production and encouraging qualified people to work in it.”
Al-Mamouri concluded, "Our goal is to gain the confidence of young people in the private sector, as it provides privileges that may exceed those they obtain in the public sector."
Parliament made many promises to support the private sector by providing appropriate financial benefits to its workers, whether in the form of salaries or retirement benefits after reaching the legal age, but these promises have not been fulfilled until now, as they are linked to the enactment of a new social security law.
