The Parliamentary Foreign Relations Committee called for opening a comprehensive investigation into the issue of granting diplomatic passports, indicating that there is a great harm that may result from Iraq.
A member of the Foreign Relations Committee, Muthanna Amin, said, “The law regulates the issuance of diplomatic passports, and grants discretionary power to the Ministry of Foreign Affairs by granting it to persons outside those stipulated in the law,” noting that “the matter is according to certain estimates, and it may have made good use of this power or may have misused it.”
Amin called for "opening a comprehensive investigation into the issue of granting passports to those who are not eligible, because the discretionary power given to the Ministry of Foreign Affairs may be misused," pointing out that "there are clear controls for granting these passports and the use of the discretionary power granted to the Ministry."
He stressed that “the issuance of diplomatic passports to non-concerned persons records serious damage to the value of the diplomatic passport,” noting that “these passports are supposed to be used to represent the state with special missions, or to grant immunities to some personalities that need it, in addition to providing facilities for representing the country in international forums.”
And he indicated that "the Foreign Relations Committee, in the coming days, will approach the Ministry of Foreign Affairs to find out its position on granting these passports, as well as knowing the mechanism for using the discretionary power that authorized it to grant diplomatic passports to non-diplomatic persons."
The figures related to the granting of diplomatic passports indicate more than 30,000 issues over the past years, while the Iraqi state did not record, during this period, a quarter of this number of those who received diplomatic missions outside Iraq.
