Association of Banks: Digital transformation will eliminate bribery and corruption

Economists and specialists stressed the inevitability of fighting financial and administrative corruption, and putting the country’s train on the track of correct performance to head towards sustainable development stations in a phased manner, stressing the importance of activating legal procedures that limit it and adopting electronic systems and automation between state institutions, in conjunction with that, the Association of Private Banks explained Electronic payment tools are one of the weapons in eliminating financial and administrative corruption, indicating that digital transformation will eliminate bribery and corruption.
Iraq is awaiting the launch of the electronic payment project (pos) on the first of June 2023, after the Central Bank announced the implementation of the electronic payment process instead of cash in line with and in line with economic developments in most countries of the world with the aim of creating a monetary system that enjoys confidence and security in the process of cash circulation of the Iraqi currency.
Financial advisor to the Prime Minister, Dr. Mazhar Muhammad Salih had described corruption in all its forms as a conflict between good and evil, and said: "This conflict requires finding a real role for legal institutions that are obligated to apply all legal paragraphs to reduce corruption and not allow it to confuse the reality of performance in the various parts of the state." .
He pointed out that "the absence of effective legal procedures encourages the expansion of the circle of corruption, which necessitates the activation of legal legislation that does not allow the emergence of paths to corruption in various aspects of work," noting that the effects of corruption on performance within state institutions are great, because it delays developmental trends. In addition, the form of corruption is represented in the arbitrary use of the law, the use of instructions, weak discipline, and lack of professional conscience, which makes the functional apparatus need cultural awareness and citizenship.
As for the specialist in economic affairs, Dr. Mustafa Muhammad Ibrahim, he said, "The paths of combating administrative and financial corruption require non-interference by everyone with the mechanisms of economic advancement in Iraq, and the removal of nepotism and nepotism in the public sector that weaken economic decision-making, as well as work on planning and organizing within Iraqi institutions as a whole to enhance the effectiveness of institutional performance, and put Strict real procedures in all ministries.
And he stressed "the inevitability of applying the principle of reward and punishment in its true form, and full support for automation in all government work, as well as reviewing all government laws and instructions, especially contracts, and separating between efficiency in work and administrative courtesies, and a correct legal organization must be established for all Iraqi institutions, Work to reconsider employment in official government institutions and develop a modern legal framework that keeps pace with administrative developments.
He pointed to "the importance of communication and coordination through the formation of an operations room, and all inquiries between ministries are answered and linked to the General Secretariat of the Council of Ministers, setting modern real work paths, updating the information system in all ministries, and working on the principle of actual disbursement and non-guessing," pointing to the need to set penalties Real for every corrupt person, whether former or current, to take legal action against him effectively.
It is noteworthy that the Executive Director of Transparency International had said: "For any chance to end corruption and improve the life of society, the relationship between politics and big money must be addressed, and all citizens must be represented in the decision-making process." In turn, the Executive Director of the Association of Iraqi Private Banks, Ali Tariq, said: "Iraq today has the most important elements for eliminating corruption, which is represented by the infrastructure of electronic payment systems, as the country witnessed a clear development in this important joint during the past years."
Tariq stressed that "the expansion of electronic payment companies in the financial services sector contributes to the widening of the circle of safe services that are provided to the citizen through the deployment of electronic payment devices throughout the country," and that the Central Bank, in cooperation with the Association of Iraqi Private Banks, implemented a constructive transformation plan towards electronic payment from By settling the salaries of Iraqi state employees.
Tariq had indicated that "electronic payment tools are one of the weapons in eliminating financial and administrative corruption," explaining that Iraq has begun to develop in this field, and that digital transformation will eliminate bribery and corruption in addition to increasing efficiency, speed of implementation and protection.
As for the economic expert, Abdul Hassan Al-Shammari, he said: "Financial and administrative corruption occupies most of the countries of the globe, because it carries with it many negatives that lead to a decline in levels of performance in all joints of the infrastructure in countries," pointing out that fighting corruption is necessary at the present time. Especially since the country is heading towards a stage of wide openness towards the world and specialized investment companies wishing to obtain job opportunities inside Iraq, which is considered the most promising labor market at the global level when the appropriate environment is available, and therefore we must fight corruption in all its forms.
