    There are continuous indications of full preparations for holding the provincial elections at the agreed upon date. However, these integrated preparations are technical preparations, which are matched by conflicting political indications about the possibility of holding the elections on the specified date next December.
    The Independent Electoral Commission in Iraq confirmed that there is nothing obstructing holding the elections as scheduled at the end of this year.
    The government had set December 18 as the date for the local elections, with its affirmation of the Electoral Commission's support to carry out its tasks and provide all the requirements of the electoral process to ensure fair, impartial and transparent elections.
    A member of the Iraqi Electoral Commission, Imad Jamil, said, in a press statement, that "the Independent High Electoral Commission in Iraq is mobilized at the highest levels in order to hold the provincial elections on time, and has accomplished many tasks related to the electoral process," noting that "work is continuing to Updating voter records, registering alliances, then moving on to the stage of registering candidates and conducting a lottery for electoral list numbers.
    He added, "The Commission's meetings of the specialized security and technical committees are continuing in order to develop plans in a thoughtful manner and to prevent any breaches or accidents during the electoral process, and there are plans that were developed during the meetings with the Joint Operations Command."
    The elected provincial councils undertake the task of selecting the governor and the executive officials of the province, and they have the powers to dismiss, appoint and approve the project plan according to the financial budget allocated to the province from the central government in Baghdad, according to the Iraqi constitution in force in the country since 2005.
    These will be the first local elections to be held in Iraq since April 2013, when the lists of former Prime Minister Nuri al-Maliki topped the results, and before that, the provincial elections were held in 2009 only.
    For his part, the leader of the ruling coalition in Iraq (the coordination framework), Aed al-Hilali, said in a press statement that "there are differences between the forces of the coordination framework over the date of the provincial elections," noting that "there are parties that want to hold them according to the date set by the government in The end of the current year, and there are parties that want to postpone the elections until the middle of next year.
    In addition, the head of the Iraqi Center for Strategic Studies, Ghazi Faisal, said, "The government of Muhammad Shia' al-Sudani is serious about the issue of holding provincial elections on time for two important things. The first is that there is pressure on him by some parties to the coordination framework, so that these parties can control the entire country Thus, taking advantage of the absence of the Sadrist movement, and to be able to exploit the state's resources in electoral campaigns, as it currently controls a large extent of the current government.
    He added that the second issue is the existence of "an international desire for the provincial elections to be held within a year of the current government's life, and that is why Al-Sudani wants to hold those elections before the end of the current year, due to the international follow-up and monitoring of this file."
    He pointed out that the political arena, with the approach of the elections, will witness "internal disputes between the blocs of the same component, and this struggle aims to take over local governments, but the entry of the Sadrist movement into the electoral process will have an impact on upsetting the balance of many political calculations."
