Environment: A new strategy for managing waste

The Ministry of Environment announced that the Council of Ministers will soon approve a new strategy for waste management, at a time when specialists have called for investing in this file by establishing factories to recycle it, as well as stopping traditional methods of disposal, as it has exacerbated the problem of pollution in the country.
Deputy Minister of the Environment, Dr. Jassim Al-Falahi, told Al-Sabah: The Ministry works in accordance with the Environmental Protection and Improvement Law No. 27 of 2009 and supervises and follows up on all polluting activities based on its supervisory role.
He added that the waste management file is considered one of the most important files due to the following three reasons: that waste has become an important economic resource that can be utilized, occupying large sectors and absorbing a large number of workers, the second, showing the city’s civilized appearance and preserving public health, and the latter has a direct relationship to the increase in rates of waste. Pollution, especially air pollution, resulting from the control of groups working in these files, namely groups (scavengers) who resort to burning waste at night to extract iron, copper and aluminum, which causes the emission of harmful gases that have negative repercussions on people’s lives and health.
Al-Falahi stated that the Ministry has placed the waste file as a priority, as the Minister of Environment classifies it as one of the most important challenges. Therefore, there is a serious intention for Iraq to reconsider this file, especially after its accession to the Paris Agreement on climate change, especially on the issue of reducing emissions and preserving the environment.
He pointed out that there is a committee that worked over two years to prepare a waste management law or a national strategy for solid waste. The draft law has been completed and will soon be approved by the Council of Ministers, as this will contribute to bringing about a qualitative change in the management of the waste file, whether solid, collection, sorting or recycling. There is a trend towards exploiting waste to generate energy, and the Ministry is serious about following up on these procedures in light of discussions with important sectors, as there is great cooperation with the civil sectors, whether in the Baghdad Municipality or the governorates, in addition to international companies submitting offers to the relevant authorities in order to exploit waste rationally. Generating energy from it, in addition to taking advantage of the existence of this waste as sorting, can constitute an economic sector, in addition to ridding cities of large quantities of it.
For his part, member of the Parliamentary Services Committee, Baqir Al-Saadi, said: The government needs to contract through the competent authorities to establish waste recycling plants and invest them in most governorates.
Al-Saadi mentioned to Al-Sabah that there are many obstacles on the part of investment, including burdening the investor, so it was difficult to establish waste recycling factories, in addition to corruption, which played a fundamental role in not establishing this important type of factories in the governorates.
He continued that the process of removing waste and benefiting from its recycling by the Baghdad Municipality does not meet the ambition, and there is a clear failure in the work of the secretariat, in addition to corruption in some
municipal directorates.
He stressed that the committee will work, through its oversight role, to hold accountable any negligence.
In turn, environmental expert, Professor of Biological Sciences, Dr. Omar Al-Sheikhli, believes that the most important challenge facing the urban environment in cities, their outskirts, and the rivers' outskirts are the problems of plastic and the accumulation of large quantities of it and other solid materials, as their life span is very long, especially since they are industrial compounds and have negative effects on living organisms. Water quality and community health. The importance of addressing them lies in the fact that they are among the challenges and problems facing the environment.
Al-Sheikhli added to "Al-Sabah" that the file of solid waste and its recycling is part of the national strategy for environmental preservation, the foundations of which were laid in 2013 until 2017 and are currently being updated by the Ministry of Environment and the United Nations Development Program in Iraq.
He explained that the problem began to worsen, and this was helped by the lack of awareness among local communities, which throw all their waste into the environment, whether liquid or solid, directly into rivers, and this greatly exacerbated environmental pollution. !
He pointed out that the solution lies in providing the necessary funds to remove this waste, in addition to intensifying community awareness.
