    {Local: Al-Furat News} Today, Sunday, Prime Minister Muhammad Shiaa Al-Sudani chaired the thirty-eighth regular session of the Council of Ministers, which witnessed a discussion of the general situation of the country, and a discussion of the basic files listed among the priorities in the various sectors, in addition to deliberating on the topics on the agenda, And issuing decisions and recommendations regarding them.

    The government statement, of which {Al-Furat News} received a copy, stated: “In implementation of what was stated in the ministerial curriculum that was voted on and approved by the House of Representatives, the twelfth axis - paragraph (5) - reforming the tax system and improving the business environment, the Council of Ministers decided the following:
    1. The accounts and financial statements are approved and approved by a certified auditor as a basis for tax calculations, after approval by the Council of the Accounting Oversight and Auditing Profession on the accuracy of the auditor’s seal and signature, submitted by all taxpayers, individuals, entities, companies and offices to the General Authority for Taxes.
    2. With regard to the financial statements submitted by taxpayers to the General Tax Authority and not subject to audit by a licensed auditor, based on the Commercial Bookkeeping System for Income Tax Purposes No. (2) of 1985, what is stated in Paragraph (1) above applies, provided that it is Organized by accounting regulatory offices licensed by the Syndicate of Accountants and Auditors.
    3. The tax amount is collected according to the data in (1 and 2) above, and the taxpayer is immediately discharged.
    4. The General Authority for Taxes may audit the accounts presented in (1) above according to a mechanism to be prepared, in coordination between the General Authority for Taxes, the Federal Office of Financial Supervision, and the Society of Certified Public Accountants. In the event of any accounting or financial defect, the certified public accountant bears responsibility, and the mechanism includes procedures to combat tax evasion. .
    5. Obliging all taxpayers, especially importers, to present a document proving their clearance issued by the General Authority for Taxes. The validity period of the clearance shall be one calendar year from the date of its issuance.
    6. Cancel the inquiry from the calculator for purchasing foreign currencies for all previous and current taxpayers when they visit the General Authority for Taxes.
    7. Non-fulfillment of tax deposits at previously established border crossings. Tax accounting is carried out at the General Authority for Taxes center and its branches, and according to the taxpayer’s registration authority in the tax departments according to the mechanism mentioned in Paragraphs (1 and 2).
    8. This decision applies to taxpayers who defaulted on tax accounting before its issuance.

    He added, "In confirmation of the directives of the Commander-in-Chief of the Armed Forces to strengthen the security of the Iraqi borders, the Council of Ministers approved the allocation of the Ministry of Finance (15,140,400,000) dinars, only fifteen billion one hundred and forty million and four hundred thousand dinars, to the Ministry of Interior from emergency reserve allocations, to construct a wall." Concrete on the Iraqi-Syrian border - the sixth region border crossing, in continuation of the previous wall from the Sharji al-Rawi area south of Tal Safuk, passing through Wadi al-Ajij towards Tarifawi, with a length of (50) km, provided that implementation will be through public tender, based on the provisions of Article (6). ) of the Federal General Budget Law for the three fiscal years.
    The statement continued, “In continuation of the implementation of service projects in Basra Governorate, especially with regard to pure water projects, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy No. (230175 Q) regarding the Great Basra Water Project, Phase Two (P2R), a contract for supplying and installing a mobile power station.” Which included amending prices for the General Electric Power Transmission Company/Southern Region, one of the formations of the Ministry of Electricity.”
    He added, "With the aim of relieving the burden of the families of diabetic children, the Council of Ministers decided to include diabetic children with social protection assistance, counting them as individuals below the poverty line, based on the provisions of Article (1/II) of the Social Protection Law. It was also decided to include diabetic children from First class, with the salary of a full-time appointee.”
    Within the framework of government support for the cultural sector in Iraq, the government statement announced, “The Council of Ministers approved an increase in the capital of the House of Cultural Affairs/Ministry of Culture, approved by the Federal Office of Financial Supervision and the Capital Determination Committee in the Ministry of Finance, in the amount of (3,308,773,000) dinars, only.” Three billion, three hundred and eight million, seven hundred and seventy-three thousand dinars, instead of 15 million dinars, based on the provisions of the amended Public Companies Law (22 of 1997), provided that the Ministry of Culture will undertake the necessary procedures for implementation.
    The Council of Ministers also approved the recommendation of the Ministerial Council for the Economy (230213 Q), which includes amending the price of the gas oil product (kerosene) supplied to government sector companies in the Ministries of Transport and Trade to become (400 dinars/liter) instead of (750 dinars/liter). The decision will be implemented starting from “The first of next October, and it will be reconsidered at the end of the current year/2023.”
    The statement concluded, “The Council of Ministers also discussed other topics on the agenda and took the following:
    First: Approval of issuing the system (Sinjar and Nineveh Plain Reconstruction Fund), based on the provisions of the Federal General Budget Law No. (13) of 2023, and the Constitution.
    Second: Approving the recommendation of the Ministerial Council for the Economy No. (230198 Q) regarding amending the proposed fees for granting and renewing licenses for tourist facilities and travel and tourism companies, which includes amending the fees for granting and renewing licenses for tourist facilities and travel and tourism companies.
    Third: Approving the recommendation of the Ministerial Council for Energy (23073 i) for the year 2023, which includes adopting the data set out in the letter of the Ministry of Oil, dated August 8, 2023, as a basis for the Ministry of Oil to proceed with amending the service contract for the West Qurna (2) field, and this decision will be implemented starting from the date of its issuance. .
