    The Investigation Department reported the implementation of two arrests of manipulation and exaggeration of purchase prices in the Salah al-Din Health Department and the General Company for the Manufacture of Pharmaceuticals and Medical Supplies in Samarra.
    The department stated in a statement received by Al-Maalouma that the field work team in the Salah al-Din Investigation Office, after moving to the warehouse unit of the Salah al-Din Health Department, arrested the department’s storekeeper after he tampered with documents for the entry and exit of materials that were purchased during the period from (July - October 2023), noting the seizure of (29) material purchase transactions in the department’s accounts with a value of (1,249,940,000) one billion two hundred and forty-nine million dinars.
    She added that the team, which moved to the warehouse unit located in the Medical Rehabilitation Hospital in Tikrit and to the Accounts Division at the headquarters of the Governorate Health Department, observed, after reviewing the warehouse entry and exit records, that the warehouse keeper had not transferred the materials that were purchased during the period mentioned in the daily movement records. In addition, they were not entered into the “accounting” warehouse records, confirming that (16) books of original warehouse entry and exit documents were found in the accused’s home, (3) accounting records, and (10) records of daily movement, in addition to the aforementioned purchase transactions.
    She continued that the team revealed violations in the contract concluded between the General Company for the Manufacture of Pharmaceuticals and Medical Supplies in Samarra and one of the offices, to supply the substance “zinc oxide” in the amount of (74,250,000) million dinars, as after conducting investigation, auditing, and collecting the priorities, it was proven that there was collusion between the general director of the company and the head of the purchasing committee. With the owner of the equipped office.
    She continued that the Director General and Chairman of the Procurement Committee excluded other offices that submitted offers at a price of (60,000,000) million dinars, which is less than what was presented by the office that was referred to it with the same origin and specifications. The material was also allowed to enter as deposits in the company’s warehouses before concluding the contract. Based on the General Director’s margin, contrary to the instructions for implementing government contracts and the company’s Board of Directors’ decision.
