    {Politics: Al-Furat News} Today, Tuesday, Prime Minister Muhammad Shiaa Al-Sudani chaired the forty-fourth regular session of the Council of Ministers, during which the overall general situation in the country was discussed, and the most important basic files being implemented were followed up, in accordance with the priorities of the government program. He also considered... Topics on the agenda, and make decisions on them.
    At the beginning of the session, the Prime Minister touched on the provincial council elections that will be held on December 18, as an important constitutional entitlement, as the government has completed all requirements for the electoral process, and has taken several decisions in the Council of Ministers related to the financial, administrative, and technical aspects of the electoral process. 
    With the launch of the propaganda campaign for the elections tomorrow, Wednesday, His Excellency renewed his previous directives to all ministries to assign the Election Commission to carry out its tasks to the fullest extent.
    Al-Sudani directed the issuance of circulars to all ministries and agencies not affiliated with a ministry to free up polling officials for two hours a day, specifically those whose names appeared, in order to put them in training courses on voting mechanisms and to cooperate in accelerating the delivery of biometric cards, indicating that there are one million and 900 thousand biometric cards that require a great effort to distribute them. Among citizens, so that they can participate in the upcoming elections.
    He also directed the Ministries of Interior and Defense and the rest of the security formations to return members’ cards quickly, so that they can participate in the special ballot.
    The Prime Minister directed the Ministry of Education to destroy the schools designated by the Election Commission to be electoral centers and stop the restoration work in them, as well as for the Ministry of Commerce and all ministries that have halls or buildings suitable to be storage places for ballot boxes, to cooperate with the Commission in this regard. 
    He stated that one of the government's important duties is to work to make the elections successful, secure all of their requirements and requirements for their success, and provide a safe and stable environment for citizens to exercise their constitutional right to cast their votes.
    The Council of Ministers then continued to discuss the topics on the session’s agenda. In the sports file, and with the aim of supporting sports clubs participating in the Professional Football League, the Council of Ministers approved the following:
    1- Renting the stadiums belonging to the Ministry of Youth and Sports to the clubs participating in the Professional League (one stadium for every two clubs maximum), in exchange for a rental allowance, provided that the clubs bear the rehabilitation of the stadiums’ facilities from the amounts allocated to them, according to paragraph (3/a) shown below, Through coordination with the committee for activating the disbursement mechanism consisting of (LaLiga, the League, and the Club), whose tasks include presenting the real needs and giving the final opinion on that.
    2- Amending paragraph (8) of Council of Ministers Resolution (289 of 2017) amended by Council of Ministers Resolution (25 of 2021) to become as follows: -
     Determining the annual support for clubs participating in the Iraqi Professional Football League at 4 billion dinars, instead of 2 billion dinars, (Institutional clubs: Al-Zawraa, Air Force, Al-Talaba, Police, Borders, Al-Karkh, Electricity, Al-Mina, Al-Naft, and Al-Wasat Oil).

    3- The club allocates an amount of one billion dinars from the allocation mentioned in paragraph (2), to rehabilitate and develop the infrastructure and personnel working in the club, according to the following:
        A. 850 million dinars to develop infrastructure (stadiums and buildings) in accordance with LaLiga standards.
    B. 150 million dinars to develop working personnel (administrative, financial, legal, marketing, technical, media, and programs).

    4- Emphasis on activating Paragraph (7) of Cabinet Resolution (289 of 2017), provided that it is the last time debts are paid.
    5- The ministries or companies supporting the clubs are obligated to submit a 50% bank guarantee to pay the dues of players and coaches (one of the necessary requirements for granting a license to participate in the professional league).
    6- The disbursed funds are subject to the supervision of the Federal Office of Financial Supervision.
    7- The allocation to clubs affiliated with the ministries shall be from the profitable companies in the ministry or institution, and it shall be divided between the companies in fines, according to the size of their profits, or from the funds affiliated with the Ministry, for example but not limited to (the Higher Education Fund and the Education Fund), or from the collection amounts carried out by them. The Ministry, provided that the Ministry of Finance is notified of this for the purpose of notation, or from its allocations.
    The Council approved a draft law regulating the rights of the victims of Ibn al-Khatib Hospital, the victims of the Al-Naqa Center, and the victims of the Hamdaniyah incident, and referred it to the House of Representatives, based on the provisions of the Constitution.
    Regarding the legal amendments, the Council of Ministers approved the recommendation to the House of Representatives regarding amending the draft law amending the Penal Code No. (111) of 1969, which was approved by the Council of Ministers pursuant to its decision (23355 of 2023) by adding a new clause to the draft according to the following: - (The criminal case shall lapse permanently based
    on The victim waives his complaint before a final ruling is issued in the case, and the implementation of the ruling is suspended if the waiver occurs after the ruling is issued).

    In the foreign relations file, the Council of Ministers approved the reopening of the Embassy of the Kingdom of Malaysia in the Republic of Iraq, based on the provisions of the Vienna Convention on Diplomatic Relations in 1961, and the provisions of the Foreign Service Law (45 of 2008), noting that Iraq has resident representation at the level of an embassy in the Malaysian capital. kuala lumpur.
    In its session today, the Council of Ministers also approved a package of executive measures related to electronic payment and electronic points of sale (POS), which the government adopted within its ministerial platform in the axis of economic and financial reforms, and the details of this package of measures will be published later.
    The Council of Ministers discussed other topics on the agenda and took the following decisions:
    First: Approval of the Council’s recommendation of the Ministerial Council for Human Development (23025 B), which included the approval of the national strategy to combat human trafficking in Iraq for the years (2023-2026) and the national plan to combat human trafficking for the year 2023, taking into account the proven observations regarding the national strategy to combat human trafficking, The notes contained in the attached National Plan to Combat Human Trafficking, and the opinion of the Legal Department in the General Secretariat of the Council of Ministers.
    Second: Approval of the draft law for the first amendment to the Industrial Cities Law No. (2) of 2019, in accordance with the letter of the Ministry of Industry and Minerals dated (August 2, 2023), taking into consideration the opinion of the General Secretariat of the Council of Ministers, and sending the aforementioned draft law in its final amended form to Council of State; To have it properly audited and then return it to the General Secretariat of the Council of Ministers for direct referral to the House of Representatives, based on the provisions of the Constitution.
    Third: Approval of the recommendation of the Ministerial Council for Human Development (23024 B) regarding the project of medical research centers at the University of Mosul, which includes amending paragraph (1) of Council of Ministers Resolution (282 of 2021) that the medical research centers at the University of Mosul be educational (advisory) Therapeutic (service), and a draft law or regulation is prepared that addresses the issue of establishing medical research centers and their work.
