Parliamentary services attribute the delay in the committee’s laws to technical reasons

The Parliamentary Services and Reconstruction Committee indicated that the laws it is working on require studies and discussions for a longer time to make a final decision regarding them, as they are service decisions and require specialized opinions. Usually, the delay in approving these laws is related to technical reasons and not political intersections.
Committee member Hussein Habib told Al-Sabah: “The delay in approving some laws in the committee comes for technical reasons, not political ones,” while he pointed out that “the government is continuing to implement the services and their requirements according to the timetables set for each project, despite the suspension of some projects due to... Delaying the release of budgets for the governorates affected the continuity
and completion of projects.”
He explained, “The committee is working to discuss a group of relevant laws according to the priorities and requirements of society in terms of laws, including: the Roads and Bridges Law, the Housing and Slum Laws, and others, but there are very important laws that are regulatory in nature, such as the Baghdad Governorate Law and the Baghdad Municipality Law, and they are among the important laws that we are working on.” Through it, we organize the powers of the governorate and the secretariat and separate the administrative and financial intersections between them.” He added, “The committee has come a long way in discussing the laws, and some of them are ready to be read and voted
on.”
Habib pointed out that “the committee is in the process of intensifying its oversight work in the field, following up on projects and their completion rates, submitting their reports to the House of Representatives, following up on strategic projects and examining whether they are halted or delayed and whether they need new legislation or a change in legislation commensurate with the importance of the project and the speed of its completion.
” .
He denied that “the service laws in the committee are suspended for a political reason or a political intersection, but rather for technical reasons and require technical and important consultations from specialists and general directors in the ministries and senior staffs therein, and after we meet with those staffs in the committee, all opinions are taken into account and turned into paragraphs.” It is included in the laws.”
