    As of today, Thursday (November 30, 2023), the acting state positions have entered a “legal vacuum” in accordance with the Federal Budget Law for the years 2023/2024/2025 .
    Article (71) of the State General Budget Law No. (13) for the fiscal years 2023, 2024, and 2025 stipulates: “Suspension of all administrative and financial powers for all positions managed by the agency after November 30, 2023, provided that the government commits to sending the names of those assigned to the positions of presidents.” Independent bodies, special grades (A, B), deputy ministers, and advisors to the House of Representatives before (30) (thirty) days from the above date, and the House of Representatives is committed to making the decision by voting within (30) days from the date of sending the names.

    Meanwhile, representatives confirmed that the government did not send the names that should be voted on instead of the positions managed by proxy .
    An  informed political source reported on Tuesday (November 28, 2023) that the Council of Ministers voted on a number of special degrees to obtain the status of originality instead of agency .
    The source said in an interview with "Baghdad Today", "The Council of Ministers, during its regular session today, voted on a number of special grades, and will send them to the House of Representatives for the purpose of voting on them and obtaining the status of originality instead of agency. "
    He added, "The names will be sent before the date set by the House of Representatives in the budget on November 30, 2023. "
    "Baghdad Today" obtained a circulated document, "the authenticity of which could not be verified," stating that the head of the Border Ports Authority had terminated all financial allocations and administrative powers for him, his deputy, and the directors of legal, financial, administrative, and operations.
