The head of the Supreme Judicial Council, Judge Faiq Zaidan, confirmed today, Saturday, that confronting the drug phenomenon requires developing a comprehensive national strategy centered on establishing an integrated work system between the judiciary and the security services.
During his speech at the annual conference organized by the General Directorate for Narcotics and Psychotropic Substances Affairs, Judge Zaidan said, “Drugs did not, until recently, constitute a social, health, cultural, or legal dilemma in our country, and Iraq was far from the lists of statistics on drugs and their trade. However, the aspects The negativity that accompanied or resulted from the development of society and the state of change and openness resulted in situations whose results included the spread of the drug phenomenon in a dangerous way that threatens security and societal peace.
He added, "Drug crimes are among the social crimes that stand in the way of progress and human and economic development of society. They are an international crime that crosses borders, which has led the international community for a long time to intensify efforts and cooperation between countries to combat them and limit their spread."
He continued, "Drug crimes at the national level have begun to increase seriously and have constituted a threat and challenge to the relevant security agencies. While drug trafficking and drug use are very serious crimes, crimes accompanying it or as a result of its consequences have begun to appear clearly. The crime of enticing juveniles to use drugs is one of the most dangerous crimes." Social problems because of their direct impact on the social and economic structure of society and the individual, and because of the severe harm they cause to those who use or trade in them, and these effects are reflected in the family of the user and the society that surrounds him.”
The judge stressed that “confronting this dangerous phenomenon requires developing a comprehensive national strategy whose focus is the establishment of an integrated work system between the judiciary and the security services responsible for combating drugs, which begins with filling the gaps created by the judicial scientific application of the Narcotic Drugs and Psychotropic Substances Control Law No. 50 of 2017, which are exploited by major figures.” Traders and financiers of the drug trade enjoy impunity, make appropriate legislative amendments to this law, and put in place the necessary measures to limit the spread of drug abuse through the duality of (deterrence and treatment), while creating therapeutic health institutions managed and supervised by specialists, while giving social activities, religious institutions and organizations a role in Prevention, treatment and rehabilitation.
