The value of the property and goods rescued from the various fire incidents that broke out during 2023 within Baghdad and the governorates amounted to approximately 400 billion dinars.
Director of the General Directorate of Civil Defense at the Ministry of Interior, Major General Mohsen Kazem, said in an interview with “Al-Sabah”: The civil defense teams succeeded, from the beginning of 2023 until the end of last November, in rescuing property and goods that would have been destroyed as a result of fire accidents, with a value of 398 billion and 768 million and 490 thousand dinars. He stressed that saving human lives is the most important thing that civil defense teams work on, followed by reducing material losses.
He considered negligence in safety conditions to be the most important cause of fires in the country, assigning responsibility for determining the causes of fire accidents to the Forensic Evidence Directorate, which summons its experts to collect samples so that the investigation can take its course, and then inform its directorate of its results according to official correspondence. Regarding the buildings that are about to collapse, Kazem stated that their responsibility falls within the jurisdiction of the concerned authorities in accordance with the law, namely the Baghdad Municipality and the municipal departments in the governorates, noting that his directorate took it upon itself to report on these buildings by approving the statements for projects of all types, followed by the competent engineering authorities, to determine the extent of the buildings’ endurance and structural integrity. He pointed out that the use of highly flammable materials in construction work, including sandwich panels, is a violation of safety instructions, in addition to the adoption of Ecobond coatings for building facades and internal wall coverings made of highly flammable plastic materials, stressing the ban on the use of these materials by decision.
