The head of the Integrity Commission, Judge Haider Hanoun, announced on Friday the recovery of 12 wanted persons from 6 countries, most of them Arab, during the current year, while indicating that the files of the convicts who were working within the former Prime Minister’s team, namely Raed Jouhi, Mashreq Abbas, and Ahmed Mohamed Nagati, had reached America and other countries. The official news agency quoted Hanoun as saying, “The Prime Minister’s support for the work of the Integrity Commission, oversight bodies, and judicial decisions in the field of combating corruption has achieved many achievements, and therefore we work in the comfort of open spaces, and there are no red lines.”
He explained, "There are no red lines in front of us, so when we investigated and scrutinized the subject of the parties and their leaders being subject to the subject of the financial disclosure, and we emphasized that in the last stage, and everyone must submit the financial disclosure regardless of their status, we did not find any obstruction, and no one objected." ".
Hanoun pointed out that "the Commission worked to speed up procedures and reduce time by forming the Supreme Anti-Corruption Commission."
He pointed out that “in the investigation aspect, the authority worked in a preventive aspect by following up on the inflation of money and illegal gain within the campaign, where did you get this from?” explaining that “the supreme authority divided government institutions into sectors that are dealt with within a month or less to follow up.” "Inflated employees' money."
He stated that "the Integrity Commission worked to activate the national strategy for integrity and anti-corruption, which is the work of the Commission's Planning and Research Department," noting that "this strategy is specific to identifying the risks and phenomena of corruption in partnership with ministries and agencies not affiliated with a ministry, as well as governorates."
He added, "There are joint teams with ministries and related agencies that meet monthly in the presence of many ministers who were effective in them, as this is a positive indicator for some ministers that they are working to combat corruption," noting that "everyone is working with us in implementing the strategy."
He stated that “the Authority is preparing, during the next year, a new strategy for a period of six years from 2025 to 2030,” explaining that “the outcomes of the strategy are the involvement of the private sector, non-governmental organizations, and civil society organizations,” pointing out that “it will be blended and cohesive with other strategies in combating Corruption, and the Commission will be effective in combating it.”
Hanoun added: “The preparation of the new strategy will be done in partnership with the United Nations Office on Crime, and we will benefit greatly from it in preparing joint workshops so that the strategy is at a high level in which we can benefit from the experiences of the world and from the outputs of this currently existing strategy that ends in 2024,” stressing the “necessity of “We strive to spread awareness and education in the field of combating corruption more than we work on the deterrent aspect by imposing penalties.”
He stressed that “through these strategies, preventive and awareness-raising measures, social and religious activities, at the level of organizations, civil society and other activities with the involvement of ministries, it is possible to remove the employee and the person responsible for the crime of corruption so that he is not its victim,” pointing out that “the Commission will work with other ministries and the government, to provide justice to employees because Many of them do not receive enough wages to live on.”
He stressed "the necessity of helping employees by providing the standard of living that suits them," pointing out "the importance of putting pressure on the relevant institutions to correct these steps, give them what they are entitled to, and raise their salaries to the required level so that they are not victims, and that need is not the motive for corruption and tendency toward bribery or embezzlement."
He stressed "the necessity of keeping the employee away from the crime of corruption and this dangerous scourge," pointing out that "the authority is working with the Ministries of Education to instill a culture of integrity in the school curricula and to move away from the crime of corruption and consider it a scourge, a vice, and a vice."
He stated that "the Authority is currently working on this through the Department of Relations and Education, and has achieved many achievements and workshops with the Ministries of Education and Higher Education," pointing out that "next year will witness the opening of direct workshops with students and students, with publications and magazines related to children, children, students and children." .
He pointed out that "crime prevention is the important aspect in keeping citizens, students and youth away from corruption and becoming tools for integrity," explaining that "Integrity worked through the Department of Relations with Non-Governmental Organizations to activate the private sector and participate with it in combating crime, and held a conference in Basra and workshops." He explained, "The Commission is working in this aspect, so that the private sector, federations, and syndicates are not part of corruption, but rather part of integrity," pointing out that "next year will witness the holding of a conference with non-governmental organizations to combat corruption."
He pointed out that "the Integrity Commission worked to recover funds and defendants from abroad through the Recovery Department," noting that "the Commission was able to recover many defendants from the United Kingdom and from many countries, including Malaysia, the Emirates, the Sultanate of Oman, the Kingdom of Saudi Arabia, and the Arab Republic of Egypt."
He stated that "the number of defendants who have been recovered during the year 2023 and so far has reached 12 defendants and convicts," stressing that "Hamdiya Al-Jaf and others will be received soon from the UAE."
He pointed out that "the Iraqi Interpol official informed us that the files of the convicts, the accused Raed Johi, in addition to Mashreq Abbas and Ahmed Muhammad Najati, had arrived to America and other countries and were transferred to all countries through the Red Notice, and the completion of all procedures, as he stated that they had reached all countries for publication, as well as the accused." Others are escaped convicts, including Ayham al-Samarrai and other defendants,” noting that “there are 18 dangerous defendants and convicts that we are working to return from America.”
He continued, "The authorities of the Ministry of Justice in America have been handed over the files of 22 to 25 defendants to assist Iraq in arresting and extraditing them," pointing out that "Iraq will complete the procedures for concluding a memorandum of understanding with the American Ministry of Justice regarding combating corruption and extraditing the accused."
He stated that "Iraq demanded, during the speech delivered at the Conference of the States Parties, the tenth session, which was held in America, that there be an international judiciary obligated to hand over the funds with the accused to Iraq, and the establishment of an international court called the International Funds Recovery Court, working on the basis of (Where did you get this?) ), to overcome the obstacles facing Iraq in recovering its money, so when such an international judiciary is held, it will be quick to overcome all obstacles, and the law (Where did you get this from?) will be present so that we can recover our money with ease and convenience.”
He pointed out that "the US Treasury Department was visited on behalf of the Integrity Commission and the Iraq Money Recovery Fund, which is concerned with our money smuggled during the days of the previous regime before 2003, which is a lot of money," explaining that "the visit comes with the aim of helping Iraq recover the smuggled money."
He stressed that "the US Treasury Department was asked to conclude a memorandum of understanding with the Iraq Assets Recovery Fund," pointing out that "the Fund grants many advantages in the event of cooperation, including giving percentages of the smuggled funds to parties that help in returning the smuggled funds before 2003, especially the blockade phase." "Economist, and the oil-for-food-and-medicine memorandum, because of which a lot of money was wasted."
He stated, "The previous regime granted money to Arab and foreign private companies that became unknown after we lost our documents after the period of change and loss of foundations. Many of these figures belonged to the former intelligence service, but they were under private, private, non-governmental names."
He continued, "Approximately 160 million dollars were recovered from the Director General of Relations in the former intelligence service, funds amounting to approximately 26 million US dollars were also recovered from Kuwait, and funds amounting to approximately 20 to 26 million US dollars were recovered from a company that was called Al-Huda Travel and Tourism Company." It was affiliated with the intelligence service, and we are still searching for other funds,” he pointed out, “Money and gold jewelry will be recovered from the family of the former head of the intelligence service, Barzan al-Tikriti, and they are in the treasury of one of the banks in Switzerland, and other funds will also be recovered from figures in the regime.” Previously, the work is underway confidentially, and the funds will be announced as soon as they arrive in Iraq.”
In addition, Hanoun stated, “There are ministers in the previous government and the current government who are under investigation, but what distinguished the current government is represented by the position of Prime Minister Muhammad Shiaa Al-Sudani, as he told us that there are no obstacles before you or red lines for investigating my government or my advisors, and it was A great supporter of ours,” stressing that “the Prime Minister opened the anti-corruption file, and he is honest and serious about obtaining fruitful results.”
