The political controversy has returned once again regarding the head of the pyramid of legislative authority. After the phrase and term “presidency of the House of Representatives” were canceled in a previous period, demands escalated for its re-inclusion in the current session, while others are calling for approving its cancellation since the presidency of the House is known to have a quota. Specific component.
Political analyst Ali Al-Baidar said in an interview with Al-Sabah: “This trend indicates a loss of confidence within the political system and the actors in the scene, matched by another desire to seize the powers, authority, and capabilities of the state and its decision and dominate it.”
He pointed out, "The true Shiite component is the largest in the country, and all decisions issued are supposed to be with its blessing, but the political process since 2003 was built according to the concept of consensus, and this consensus forces everyone to respect the components' shares in power and their political representation."
He noted that “returning to the idea of (the Presidency) will empty the House of Representatives or the Presidency of the House of Representatives of the content it possesses, and thus dissolve the share of the Sunni component in power in exchange for that, in light of the Speaker of the House of Representatives being unable to do anything,” stressing that “the decisions will go.” To the option of voting, if the largest component does not agree on any decision, it will not be passed, and this is what happened on many occasions in the previous stages.”
Al-Baidar warned, “There is a desire to weaken the role of the legislative institution through such a decision, and in the end we do not see any justification for creating a crisis that weakens the state of political stability that Iraq has been experiencing for some time.”
In turn, the head of the Al-Sharq Center for Strategic Studies and Information, Ali Mahdi Al-Araji, told Al-Sabah: “The Iraqi Council of Representatives in this session is suffering from a state of clinical death, so it does not matter if it is under the title of a president or a presidency. It is no secret to everyone that In Iraq, the matter is quotas based on the division and participation of powers. There are some decisions that can be issued by the House of Representatives, and some of these decisions are marginal and others may be of some importance, but the crucial and inevitable decisions come by agreement and consultation between the heads of the blocs, and Parliament implements and votes on them on the basis of According to the agreement" .
He added, "At the present time, Parliament is dysfunctional and frozen for long periods and no longer has the ability to provide anything to the Iraqi street. It has turned into an institution that burdens the country's financial budget. I think it is better for such decisions to be referred to the next Parliament and a law or a proposed law be issued or an outlet be found." Yesterday, Wednesday, the leader of the State of Law coalition, Jassem Muhammad Jaafar, called on the House of Representatives to cancel the decision to “dissolve the Presidency,” to avoid dominating the legislative house and making decisions alone.
It is noteworthy that the House of Representatives voted to complete and approve amendments to the articles of the bylaws, including canceling the phrase “the Presidency” and replacing it with the phrase “president” or one of his two deputies.
