    [size=45]Today, April 9, marks the twenty-first anniversary of the collapse of the most brutal dictatorship that Iraq and the region have known in decades. This day remains surrounded by confusion and the way it is viewed is a matter of controversy, because the change came through war and occupation. This dual nature of what happened was reflected in the popular position, as our people did not receive the invading forces that invaded our country with flowers, while they expressed their overwhelming joy at the end of tyrannical rule.
    Today, our people remember the difference in the history of the modern Iraqi state and in the country’s political system, with feelings of disappointment, and frustration has crept into the souls of many, as the fall of the dictatorial regime did not bring the true national democratic alternative that was relied upon to achieve the hopes of our people and what they aspire to.
    The result of the political process based on sectarian and ethnic quotas that was launched after the change under the occupation, and whose goal is to complete the process of transition from a state ruled by a totalitarian dictatorial regime to a constitutional, democratic, federal state, is the establishment of a political system that suffers from a structural crisis that is evident in the exaggerated clientelistic nature of the state as a result of treating it as spoils. It is shared by the quota forces, widespread corruption in its joints, failure to provide basic services, protect the independence of national decision-making and Iraq’s sovereignty from external interference, and move away from the principle of Iraqi citizenship and identity, in addition to perpetuating the rentier, consumer nature of the Iraqi economy, deepening the disparity in income and wealth in society, and the emergence of a few people with great wealth. Next to poverty, which has expanded to include between a quarter and a third of the Iraqi population.
    Was this path of development of the situation during the last two decades inevitable as a result of the method of change and the effects and repercussions of the occupation, or did it come as a result of the choices, positions and approaches of the political sectarian forces that took the lead in the political process?
    In the context of dealing with these questions and drawing conclusions to determine future paths to lift Iraq out of its crises and put it on the path to radical solutions leading to building a citizen, civil, democratic state that achieves social justice, we recall our party’s positions and warnings against relying on external interference and war in the process of change, and its subsequent positions after the change. .
    Our party was well aware of the dangers of relying on war and the external factor to bring about change. It rejected war and contributed to global protest movements against war under the slogan of the global anti-war movement, “No to war... No to dictatorship.”
    He warned clearly before the war, as stated in the report issued by the Central Committee meeting in February 2002, that the war has dire repercussions and consequences on the conditions of the country and the lives of the people, and does not bring about true democracy. We called for unity of action of the forces opposed to dictatorship and an emphasis on the internal factor while mobilizing global support and solidarity for our struggle. . We see in the developments that our country has witnessed during the last two decades that largely confirm the validity of these estimates and positions.
    The war and its consequences, and the new realities after April 9, 2003, have placed our people, their forces, and their national parties, including our Iraqi Communist Party, before tasks in which the national and the democratic go hand in hand, and the political with the social, that is, ending the occupation, restoring sovereignty, rebuilding the Iraqi state on constitutional, democratic, federal foundations, and achieving development. Economically and socially, and ensuring the achievement of a free, dignified, and secure life for Iraqi citizens.
    After the fall of the dictatorial regime, the collapse of the civil and military state institutions, and the emergence of a political vacuum, our party took the initiative to invite the opposition parties and forces to meet and hold a national conference from which an interim government would emerge to manage the situation in the country, which was in a state of complete chaos. However, the narrow calculations of the basic forces prevented this, which made it easier for the states. The United States and its allies declare a state of occupation. The absence of a national project among most opposition forces and their adoption of political sectarianism was an important factor in the occupier launching, in agreement with Iraqi political forces, a political process based on sectarian and ethnic quotas for the state. We worked to wage the struggle to end the occupation, and about the future, the form of the state, and the political-economic system. And social, from within, and through popular pressure.
    With the insistence of the forces of political sectarianism on the approach of sectarian-ethnic quotas in administration, and in building the state’s civil and military institutions, and their clinging to the privileges and benefits of power and the acquisition of its resources, and the spread of corruption in the state and society, which has become an integrated system, intertwined with the influential in state institutions and decision-makers, crises followed. The country has deepened and it has become clear that the governance system is difficult to reform due to the narrow factional interests of the forces controlling the political process. Change towards a state of democratic citizenship has become necessary to get the country out of its crises and put it on the path of security, peace, stability and sustainable development.
    The conditions of our country are still suffering from the reasons that led to the outbreak of the valiant October uprising, from poverty, poor services, and corruption, in addition to a decline in the purchasing power of increasing segments of society, and a restriction on freedom of expression and public liberties, which requires more coordination and cooperation between the forces of change, and a serious orientation toward... Expanding the base of forces opposed to the quota approach and its political system and organizing their ranks in a way that allows for adjusting the balance of power in favor of the process of change and the peaceful transfer of power, and moving on the path of reconstruction and construction and establishing states of citizenship and law, a civil and democratic state with full sovereignty, and achieving social justice.[/size]
