Kremlin spokesman Dmitry Peskov told reporters at the Conference Cole on Wednesday that more urgent matters from the bilateral point of view would be examined in the first place, citing the Russian Tass news agency.
He added that it can be said with more confidence that this is difficult to be one of the main topics of discussion on the agenda.
The other topics would be left to the presidents of the two countries to allocate times during the meeting.
Last week, Donald Trump and Vladimir Putin were formally scheduled to meet in Helsinki, Finland, on July 16.
