    In the context of following up on oil sector projects, the Council approved the recommendation to refer the project (Diwaniyah Refinery Expansion/Middle Refineries Company) for contracting, provided that all contractual terms are subject to the controls and instructions in force.

    The session also witnessed the approval of the recommendation to amend the price of gas oil supplied to the Oil Cultural Center to become (400 dinars/liter).

    In the field of government efforts to solve the school building crisis, the following was approved:

    1. All plots of land owned by all centrally funded government agencies, on which schools (buildings or caravans) are built, are allocated to the Ministry of Education, including plots of land belonging to the Diwani (Shiite and Sunni Endowments), with the exception of those endowed as charitable or hereditary endowments.

    2. All lands belonging to dissolved entities that have been transferred to the Ministry of Finance, on which schools (buildings or caravans) are built, are allocated to the Ministry of Education, and the Legislative Order Committee (21 of 2005) is responsible for taking the necessary measures to implement this allocation.

    3. All lands belonging to municipalities are allocated to the Ministry of Education for the purpose of building schools on them (buildings or caravans), and the Minister of Construction, Housing, Municipalities and Public Works is responsible for implementing this.

    In the agricultural sector, and in support of the local product by the government, it was agreed to increase the amount of support for the saplings from (50%) to (75%) at a price of (7,977,075) dinars per sapling.

    In terms of the financial and administrative reform steps taken by the government, the Council voted to oblige public companies to expedite the payment of the public treasury’s share of profits for the year 2015 and previous and subsequent years, and to provide the Financial Supervision Bureau with a copy of the approved final accounts, in order to preserve public funds and enhance the resources of the public treasury.

    The House of Representatives was recommended to appoint the Chairman of the Federal Public Service Council, his deputy, and members of the Council based on the provisions of the Constitution and the Federal Public Service Council Law (4 of 2009) as amended, provided that the current members of the Council continue to perform their duties until the voting on the nominated members of the Council.

    Based on the results of the investigation issued by the Integrity Commission’s investigation team regarding the partnership contract concluded between the General Company for Railways and the coalition of companies (Nahala, Daewoo Korea, and Al Maha), the Council voted not to approve the issuance of a sovereign guarantee for the aforementioned contract project.

    As part of the government's efforts to complete stalled projects in various service sectors, the Council voted on the following:

    1. Reducing the cost of the component (unfinished work for the project to transfer and install a combined water unit with a capacity of 200 m3/h, number (2) in the areas of Miyah al-Sour and al-Salam areas with water transmission lines), and creating a component of complementary works for the same project.

    2. Increasing the total cost of the main project (transfer and installation of a combined water unit in (al-Qurna, al-Deir) Basra.

    3. Including the project (complementary works for the project to develop the road linking the celebration square and the linking road "Baghdad - Mosul II") as a component within the project to develop the linking road[You must be registered and logged in to see this link.]- Mosul, included in the regional development plan, and increasing the total cost of the project, and reducing the cost of the component to become the amount of the work completed.

    The Council approved the recommendation regarding the Makhoul Dam project, which stipulates deleting the project and the Ministry of Water Resources urging the consulting company to submit its final report on the subject within (6) months and referring the results of the report to a specialized audit committee, if necessary.
