    The Council of Ministers held a regular session today, Tuesday, and took several decisions, including suspending work next Sunday on the occasion of the Prophet’s birthday, and exempting Turkish citizens who hold regular passports from the procedures for granting visit visas and fees according to the principle of reciprocity.

    The Council said in a statement, "The Council of Ministers held its thirty-seventh regular session today, Tuesday, headed by Prime Minister Mohammed Shia al-Sudani, in which the general situation in the country was discussed, and developments in various levels and fields were discussed, in addition to following up on the implementation of the government program according to its working priorities, and the progress of work in projects and public affairs."



    At the beginning of the session, the Prime Minister congratulated the sports community and all Iraqi people on the sporting achievement achieved by the Iraqi sports champions winning medals at the Paralympic Games held in Paris, especially what the player Najla Imad achieved by winning the gold medal in table tennis.

    He pointed out what "this victory represents in terms of heroism and determination in the face of dark terrorism, and that it raises the Iraqi flag in international circles, and what the player represents in terms of the ability of Iraqi women to overcome difficulties, appreciating all the efforts that contributed to making this victory."

    In another aspect, Al-Sudani spoke about "organizing the Iraq Investment Forum early next November, which is organized by the Iraqi private sector, in coordination with the Prime Minister's Office and the National Investment Commission, with a large presence of international and Arab companies and businessmen."

    The Prime Minister directed that "next Sunday, September 15, 2024, will be an official holiday on the occasion of the Prophet's birthday." The

    Council discussed the most important files and issues presented on the neglect agenda and took decisions and procedures related to them. The Council also approved a number of general decisions.

    In the field of job grades, the Council approved a mechanism for appointing graduates of medical and health colleges in a gradual manner for numbers exceeding what the House of Representatives specified in Table (C) attached to the Federal General Budget Law as follows:

    1- Exploiting the movement grades of the staff in the Ministry of Health.

    2- The Ministry of Finance shall determine and exploit job grades in all government agencies not included in the deletion, pursuant to Budget Law No. (13) of 2023, and transfer them to the Ministry of Health for the same purpose.

    3- In the event that the available grades from 1 and 2 above are insufficient, those who will not be appointed this year will be transferred to the next year, giving them priority in appointment.

    4- The Ministry of Health shall prepare a system for private medical progression for a period of two years, granting them a license to practice the profession after the expiry of Duration.

    5- The committee tasked with finding legal and regulatory solutions to address the issue of medical education and medical progression continues.

    In the context of addressing national files, and what is related to employees in the departments and institutions of the Kurdistan Region of Iraq, the Council of Ministers approved the continuation of the Ministry of Finance in paying the salaries of employees of the Kurdistan Region of Iraq, whose salaries were withheld due to the lack of a job number, provided that the regional government is committed to completing the procedures for creating job numbers for them in the Federal Ministry of Planning, in accordance with the mechanism followed for the rest of the Iraqi state employees, with the end of 2024 being the final deadline, and the Council of Ministers’ Resolution (229 of 2022) being applied to the spending departments in the Kurdistan Region of Iraq, starting from January 1, 2025.

    In the energy file, and the Council’s follow-up of work on projects in this sector, the Council of Ministers approved referring the direct invitation to equip thermal generating units (350 megawatts x 2), install them and operate them for the North Thermal Power Plant project (turnkey) included in the Iraqi-Chinese framework agreement under the responsibility of the coalition of companies (ECEC) and (TCC) to match the offer to the technical specifications and for a total amount of (747) million dollars only, and the company bears ECEC Chinese (1%) of bank interest over (36) months by reducing the value of the project contract.

    In the field of securing gas imports, the Council of Ministers approved proceeding with cooperation with (Loxstone Energy) as it is authorized to supply gas from Turkmenistan through the (SWAP) mechanism to complete the import of gas from Turkmenistan.

    The Council of Ministers approved amending its decision (24646 of 2024) regarding the dues for supplying electricity (investment companies - the Iranian side), to become as follows:

    - Approval to add: (1.463) trillion dinars, within the import of Iranian gas fuel, and (619.68) billion dinars, within the purchase of energy from the local investor, to the allocations of the Ministry of Electricity’s budget for the year 2024, based on the provisions of the federal general budget for the three fiscal years.

    As part of the Council’s follow-up to complete stalled projects, and proceed with infrastructure, the Council of Ministers approved the following:

    1- Including the component (complementary works to rehabilitate the lighting network of the residential city, Al-Ubaidi district, and the entrance to Al-Ubaidi district) within the project to rehabilitate electrical networks and create feeders in the districts and sub-districts of Baghdad Governorate, and increasing the total cost of the project.
    2- Including the component (complementary works for building the Rawah District Governorate) within the project (construction and rehabilitation of buildings affiliated with the local administration (Fallujah, Heet, Ana, Haditha, Rutba, Rawah, and Ramadi), and increasing the total cost of the project.
    3- Creating the component (preparing furniture and medical equipment for the Cancer Treatment and Bone Marrow Transplant Center / Dohuk) within the project (construction of the Cancer Treatment and Bone Marrow Transplant Center / Dohuk) and increasing the cost of the project.
    4- Amending Cabinet Resolution (24540 of 2024) regarding increasing the total cost of the project to expropriate plot numbered (5686/1) District 43 Yarmujah East / Mosul, Nineveh Governorate, for the benefit of the Ministry of Justice.
    5- Exempting the Sunni Endowment Diwan from the instructions for implementing works using the implementation method of trust, due to the lack of engineering and technical staff in the aforementioned Diwan, and the geographical distance and multiplicity of the sites of those projects.

    The Council considered a number of files and issues included on the agenda and took the following decisions regarding them:

    First: Approval to allocate a portion of From plot numbered (413/4) District 417, with an area of ​​(one dunum), to establish a water purification plant project for the holy shrine of Al-Kadhimiya, provided that the remaining part of the land, the subject of the research, is exploited according to what is allocated for it (gardens and parks).

    Second: Exempting citizens of the Republic of Turkey who hold ordinary passports who are under (15) years old and those over (50) years old from the procedures for granting a visit visa and fees according to the principle of reciprocity, and it is granted directly at airports and land borders and the period of residence is (30) days, based on the provisions of the Foreigners' Residence Law (76 of 2017).

    Third: The Ministry of Finance allocates an amount of (9.1) billion dinars to the Ministry of Health, to implement Cabinet Resolution (24096 of 2024), regarding the vaccination campaign with the mixed measles vaccine from the emergency reserve, based on the Federal General Budget Law 13 of 2023, provided that the Ministry of Health provides the Budget Department with details of the classification of the added amount.

    Fourth: Excluding the Abbas Ibn Firnas Square Development Project from Government Contract Implementation Instructions No. (2 of 2014), for the purpose of directing direct invitations to solid companies to ensure the project is implemented with the required speed and accuracy.

    Within the framework of regional cooperation and productive partnerships, the Council approved authorizing the Ministers of Foreign Affairs and Trade to sign memoranda of understanding with the Iranian side.

    The Council of Ministers approved amending its decisions (324 of 2022) amended by decision (287 of 2023), and (328 of 2022) as follows:

    1. Dissolution of the disposition rights of the lands burdened with disposition rights; due to the existence of the dissolution conditions and their registration in the name of the Mosul Municipality Directorate within the area (4800) dunums and within the districts (1) Al-Bu Saif and (79) Khirbet Bin Ghawan and (9) Wadi Al-Deir Al-Janubiyah) and the Ministry of Defense within the area (3000) dunums and within the districts (7) Wadi Hajar Al-Sharqiyah and (10) Wadi Hajar Al-Gharbiyah and (2) Al-Ghazlani and (6) Wadi Al-Deir Al-Shamalia).
    2. Expropriation of the lands owned by the concerned parties (pure ownership) within the area (4800) dunums and their registration in the name of the Mosul Municipality Directorate and the Ministry of Defense within the area (3000) dunums, according to the numbers and districts received from the Real Estate Registration Directorate/[You must be registered and logged in to see this link.]3.
