" 
    The Commission added that " the results of the audit conducted by Ernst & Young, showed continued repetition common observations in a number of ministries and departments not associated with the Ministry , despite persistent assurances to overcome, especially since some of them are very important and influential on the health of the financial disposition and efficiency audits , whether internal or external , " indicating " the company indicated in its report that it is still a conservative financial statements of opinion exists, because of the lack of verification of the amount of oil production in the Kurdistan region for the years 2013 - 2015, and the inability of the Government of Iraq to adopt a precise estimate of the value of the frozen assets abroad , which can be converted to the development Fund for Iraq , although the Committee of experts suggested at the time , the Ministry of Finance, the follow - up that file , according to Aidip. " The Committee of Financial Experts stressed that " the international auditing firm has been unable to check some of the stakeholders that have the activities of high relative importance in the nature of its activity due to provide them with the required documents, and of which $ 651 billion, 129 million and 916 thousand and 720 dinars details for the purposes of relief to the displaced in the Ministry of Displacement and Migration . " , pointing out that there are "ministries and government departments and other provinces refused to provide a detailed position their contracts concluded during 2015 and those lagging from previous years."
