The framework document of the National Plan for Reconstruction and Development for the provinces affected by terrorist and military operations
08/10/2017 12:00 am [rtl]Section II: General context Undoubtedly the reconstruction process begins from the first moment of the end of the threat and the effects of the disaster and the resulting dangers. The general framework of the national plan depends on an initial assessment of the impact and will require more detailed work in terms of detailed diagnosis and plans and programs for special procedures in each sector. A detailed damage assessment is carried out by the relevant ministries and local governments under the supervision and follow-up of the reconstruction fund for the affected areas. International organizations such as the World Bank, the United Nations Development Program or various international development agencies can be used as the basis for elaborating a detailed intervention plan for the reconstruction phase. The assessment will include basic GIS data for all affected enterprises and will include various sectors covered by the public sector. 1.2 Losses / needs of local governance 2.2.2 Losses and damages The social development sector needs include losses and damage to this sector and the following sub-sectors: 1.2.2 Social protection networks Social protection consists of a set of policies and programs aimed at reducing poverty such as cash subsidies and social insurance Unemployment, illness and injuries related to work, aging and health insurance, as well as labor market interventions such as policies and programs aimed at promoting employment. Law No. (11) of 2014 stipulates the inclusion of individuals or families whose income is below the poverty line and of the poor majority categories: • Unemployed. • The disabled (blind, quadriplegic regardless of age, totally incapacitated from 15 years of age or older). • A minor orphan. • Absolute. • Married student who continues to study until graduation from primary university. • The family of the guest or applicant and the family of the missing person. • Unable to work entirely because of aging (elderly). • Unable to work (head of household) due to terrorist acts with a deficit of 50 percent or more. • Widows. Health and Psychosocial Support Health and well-being is one of the basic human rights guaranteed by the Iraqi Constitution. Iraq has also witnessed the launching of several health strategies after 2003 in all health sectors, which have cast a shadow over many health services. : • Infant mortality rate per 1000 live births • Infant mortality rate per 1000 infants • Under-five mortality rate for 1000 children • The maternal mortality rate per 100000. The liberated areas also witnessed a decline in the level of health services due to the migration of medical and health resources, poor supplies, medical resources, medicines and treatment services, and the low access of immunizations to the quantities required for immunization coverage of mothers and children. • Education and Higher Education Sector The State is obliged by the Constitution to provide educational opportunities for all school-age children, which is mandatory in the primary and free levels in other academic levels. The most important indicators for assessing the damage are: • Gross / net enrollment ratio for primary education • Enrollment rate Total / net in secondary education • Number of students in the stages (kindergartens, elementary, secondary) • Number of members of the educational body in the above stages • Number of people in the above grades. 4-2-2 Rehabilitation and Training Sector 3.2 Losses and Damage / Infrastructure Infrastructure Needs Security and war crises have caused significant damage to infrastructure and government institutions (by over 80% as in Anbar), and This damage was first documented by the reports from the governorates (Baghdad, Nineveh, Anbar, Salah al-Din, Kirkuk, Diyala and Babel) and the relevant sectoral ministries. The sub-sectors listed below included: • Removal of rubble and remnants of war • Remnants of war: Various types of war debris (radiological, chemical, gamma, explosive, UXO, etc.) are at the forefront of the critical and fundamental obstacles to reconstruction or stabilization. Therefore, the first step is to declare clean areas or public areas for the purpose of restoring life. Natural and clean-up operations or reconstruction. • Removal of rubble: The existence of the various debris resulting from the military operations in some areas of the damage and serious damage to the work of restoring stability or reconstruction. This, in turn, represents a major step in contributing to the restoration of the normal life of the areas and the establishments in general and of residential areas in particular. • Energy services The recent events affected the reality of the electricity service in the affected governorates as a result of the control of the terrorist gangs. The damage was distributed between the different components of the electrical system from the stations and towers of the transfer of energy and transmission lines, as well as distribution transformers and electric wires and power stations. Annex The main indicators for this sector were noted. Thus, the limitation of damage and loss and the assessment of needs are the main plan to move towards the provision of the rest of the basic services. • Water and sanitation services Water and sanitation departments of the affected governorates were severely damaged. These included the buildings and headquarters of the departments, warehouses, garages, central water projects, water parks, desalination units, and Wabara, as well as conveying lines and water networks, and loss of and damage to a number of specialized mechanisms necessary for the maintenance and operation of water projects, In order to support water projects, there is a lack of filling the need to provide services to citizens. According to Annex B, the main indicators were adopted for the purposes of conducting the necessary statistics. • Housing and shelter The great destruction that took place in the role of citizens was a major reason for the inability of most displaced families to return, which requires appropriate solutions to address the housing crisis, which is the rehabilitation of homes of families that have been destroyed and according to Appendix B. • Health and educational services The infrastructure of the health and education sector has been severely damaged, including the destruction of hospitals, health centers, health and care centers, and most of the school buildings, which require the full or partial rehabilitation of most of them to reach the normal state of school buildings. • Roads and Bridges Roads and bridges are exposed to severe damage and can be carried out through the detection of damage through the site inspection of some of the provinces or by information, and damaged the bridges of the highway, the bridges, bridges, main and secondary roads, tubular and box vaults, In the buildings belonging to the directorates of roads and bridges in some governorates, as well as the loss of mechanisms belonging to the directorates.
