For planning purposes, the detailed plans resulting from the framework document can be classified into annual, short-term (3 years) or medium-term plans (5 years). 3.3 Proposed interventions for reconstruction and development The General Framework Document for the Reconstruction Plan provides proposed forms of various development interventions based on the gap identified according to the values of the main indicators adopted for 2013, which was counted as a reference year prior to the crisis, and in 2015 to determine the extent of impact or deficit resulting from the crisis.
