Kuwait's UN mission, which heads the UN Security Council in February, said the council would vote at 11 am EDT Friday on a draft resolution calling for a 30-day ceasefire in Syria to allow for the delivery of aid and medical evacuation.
It was not clear how Russia, Syria's veto-wielding ally, would vote on the draft resolution drafted by Kuwait and Sweden.
The resolution requires nine votes in favor and none of the five permanent members - Russia, China, the United States, Britain and France - has veto power.
