     Al-Bishara added that the expected form of the next government is a quota government with attractive names such as national partnership or national unity to cover up the reality of the quota government. He warned that if the government continues the previous approach in terms of political and administrative contexts, In every place in the joints of the state, indicating that the government in this case will be unable to fight corruption and unable to act technocrats, because all parties have quotas in which the ministries will be named parties.

     For his part, said the political analyst and confident Hashemi, we wish to be the next government in accordance with the principles of the national majority with the presence of political opposition, but in the presence of external player, I think it will be based on the principle of quotas or partnership, indicating that all are in Baghdad and are engaged to take their share of the government , So completely ruled out to form according to the principle of majority.
