    The political forces participating in the successive governments have always expressed their commitment to abide by the constitution, despite the recognition of all parties to the importance of amending some of its paragraphs to ensure the organization of the political process   and the strengthening of the democratic system in response to the demands of the Iraqi people in all its components to achieve stability and development.
    Which is known as the thorny files between Baghdad and Erbil, and   in particular the constitutional article 140 concerning the disputed areas, the legislation of the oil and gas law, the share of the region of the federal budget and other issues, is the main points of disagreement between the parties, although the Constitution granted the federal government the right to bind the region   In the delivery of oil resources, border crossings and taxes to the  State treasury with the   deduction of a limited percentage of those resources to the Territory.
    During the past years, the relationship between Baghdad and Erbil witnessed a noticeable tension that reached a state of estrangement between the two parties, especially after the holding of the "referendum on secession", which resulted in the outbreak of   a Kurdish-Kurdish dispute whose influence still dominates the political scene in the region.
    For its part, Baghdad, after the formation of the current government, expressed willingness to settle the outstanding issues between the parties,   based on the principle of maintaining the unity of the country, based on what is stated in the Constitution   on the organization of the relationship between the center and the region.
    After the referendum experience, the Kurdish political forces, which dominate the political decision in the region, realized that they can not dispense with Baghdad, especially since they did not touch as they expected international support for secession. They rearranged their cards and the "thorny files" as the only trump card capable of urging The federal government to enter into negotiations to settle the differences between the parties.
     
    - Kurdish delegations to Baghdad 
    Al-Ahed News learned from local sources that four delegations from the Kurdistan Regional Government are scheduled to visit the capital Baghdad to resolve the differences between the province and the federal government.
    Informed sources said that a senior delegation from the Ministry of Trade and Industry in the region will soon visit Baghdad to solve the problems of granting licenses for export and import, and will this week and the next delegation of the regional contractors to visit Baghdad.
    The sources indicated that a delegation from the General Directorate of Taxation in the region will visit Baghdad next month, and a delegation from the Supreme Oil and Gas Council in the region will visit Baghdad soon to resolve differences over the export of oil.
    The visits of the Kurdish delegations to Baghdad from the point of view of those involved in the   Iraqi political affairs require a number of factors to produce positive results that serve the interests of the two parties,   foremost of which is the adoption of specific and consistent criteria for     regulating the relationship between the Center and the Region. The legislation of laws that have been stalled for years, notably the oil and gas law, and the sharing of financial resources. Otherwise, the thorny files will remain "explosive mines" when  negotiations clash with the imposition of a party's will at the expense of national interests.
    Maintaining the unity of Iraq is the responsibility of all political forces, most of them have representation in the House of Representatives and the government. The representation in the legislative and executive branches requires adherence to the constitution and the supremacy of the national interest on party and nationalism. With the consolidation of what is known as quotas in all successive governments, And important positions in the state and the federal government, while the region was keen to achieve more gains, when he invented the term "thorny files" of the allegations of Kurdish demands , which Baghdad considers feasible in light of the commitment of the parties to the Constitution.
