    {Economic: Al Furat News} The Federal Integrity Commission presented, on Monday, a number of proposals to improve the reality of roads and bridges and diagnose defects.

    In a statement, Al-Furat News received a copy of it, the authority called for "the development of a central plan for all road and bridge projects, to accommodate the increase in population growth, increase the number of vehicles, and specify a time period for each project."
    The commission quoted the Department of Prevention as saying that “the results of the visits made by its team to the Ministry of Construction, Housing, Municipalities and Public Works and the Municipality of Baghdad, to see the reality of the services provided in the field of covering, building, implementing and rehabilitating roads and bridges, concluded that the Ministry of Finance should monitor the allocations.” The financial statements are commensurate with the cost of establishing road and bridge projects for the relevant authorities within the operating and investment budget, for the purpose of facilitating the carrying out of their work.
    In a report prepared by the department on those visits, the department recommended “establishing a fund for the maintenance of roads and bridges to be financed from the lump sum of fees collected, in addition to deducting the percentage of financial deductions that are collected from citizens through the General Traffic Directorate for the benefit of the Ministry of Construction and Housing at a rate of 55% ); for the purposes of maintaining roads and bridges.
    The report, copies of which were sent to the Prime Minister’s Office, the Ministry of Construction, Housing, Municipalities and Public Works, the Integrity, Reconstruction and Parliamentary Services Committees, and the Baghdad Municipality, stressed the need to reconsider the functions of the Roads and Bridges Department and the Baghdad Municipality, and to grant them the authority to construct roads and bridges, and to coordinate continuous coordination between the relevant authorities before starting maintenance and construction work for roads and bridges. ".
    He also stressed "the speedy resolution of the file of pivotal weight stations, which will reflect positively on not burdening the state budget with additional costs, in addition to the issue of trade exchange yards, which play an important role in reducing the momentum from the city of Baghdad, and reducing the damage to the road infrastructure, as a result of traffic heavy-duty trucks.
    While the report suggested, "the establishment of annual roads for the passage of trucks to divert their route outside the center of Baghdad, with the installation of checkpoints by the External Roads Department, to control excess loads in cooperation with public traffic detachments, and to reconsider the design of most vital roads within the capital, in line with the momentum What is happening in the movement of vehicles through the construction of tunnels and bridges to reduce traffic momentum.
    The report monitored a number of negative cases, represented by the lack of a future vision for expanding roads and developing roads and bridges to accommodate the increase in the number of residents and vehicles, and the lack of centralization of decisions in drawing up and implementing plans, due to the transfer of powers, as well as the absence of a specialized governmental body granted by law the authority to construct roads and bridges. In addition, the issue of trade exchange has not been resolved, despite it being adopted by the Ministry of Transport since 2012.
