A former government official confirmed, on Thursday, that Al-Halbousi dominates the Fund for the Reconstruction of Liberated Cities.

The former Kanaan sub-district council member (30 km east of Baquba), Jamal Ahmed, said in an interview with Al-Information that “the reconstruction fund was established for a specific purpose, which is to remove the rubble of ISIS crimes and rebuild cities, but unfortunately it has become clearly subject to political dominance in recent years.”
He added, "The Reconstruction Fund is subject to the authority of Al-Halbousi and all the projects of the liberated cities without justice and fairness, and there are bargains, and the projects are implemented according to the principle of jurisprudence by those close to Al-Halbousi's party, pointing to the need to reconsider the Reconstruction Fund and make it away from political pressures and tools for any party."
He pointed out that "there are cities that did not do justice to the plans of the Reconstruction Fund, although they are destroyed, whether in Diyala or elsewhere, because they are not close to influential parties."
The Reconstruction Fund was harshly criticized because of Heminah Al-Halbousi and those close to him, according to the opinions of politicians and deputies.
