A parliamentarian reveals the reasons for the delay in installing 100,000 contract employees in an Iraqi ministry
Shafaq News/ The representative of the "Sadiquon" parliamentary bloc, Uday Awad, revealed, on Wednesday, the reasons for the delay in confirming the contracts of the Ministry of Electricity on the permanent owners, noting that the procedures for their confirmation will end this month.
Awad told Shafaq News Agency, "We are following the procedures for confirming the contracts of self-financed companies with the Ministry of Finance," noting that "there is a financial and accounting problem that delayed the installation of contracts of the Ministry of Electricity, which numbered more than 100,000 contracts."
He added that "the Ministry of Electricity, in the last letter I sent to the Finance, provided the financial allocation from the doors and left the others," adding that "the Ministry of Finance was surprised that the Ministry of Electricity did not zero in on the financial allocation of contracts, given that they will be installed on the permanent owners."
Awad indicated, "There is no justification for the existence of these amounts, and this gives the impression to the Ministry of Finance that there is an intention for the Ministry of Electricity, after the contracts are confirmed to the owners, that it will appoint new contracts according to the remaining financial allocation."
He continued, by saying that "the Ministry of Finance asked the Ministry of Electricity to zero the contract amounts from the companies' budgets in the Ministry of Electricity," noting that "the Ministry of Finance will install more than 100,000 contracts during the current month after the Ministry of Electricity responded to the finance book and zeroed the companies' budget."
Last June, the Iraqi Ministry of Electricity addressed the House of Representatives, regarding the confirmation of contract employees in the ministry on permanent owners.
A source at the time told Shafak News Agency, "The Ministry of Electricity sent a letter to the House of Representatives that includes the number of contract employees in the ministry according to schedules, as their number is 100,583 contract employees."
The source added, "The contract employees in the ministry receive 636 billion and 8 million dinars annually, and if these contracts are fixed on the permanent owners, their salaries will become 685 billion and 611 million dinars annually.
And the source indicated, "The difference in salaries for contract employees after they become owners is 50 billion dinars annually for the state treasury."
He pointed out that "sending a letter from the Ministry of Electricity to the House of Representatives is for the purpose of studying the financial and administrative status of the contracts and fixing them on the permanent owners."
