    Masrour Barzani, President of the Kurdistan Regional Government, accused the Patriotic Union of Kurdistan of "creating obstacles in front of the Kurdistan Regional Government" and "causing imports not to be collected properly in its areas of influence," and held it "responsible for the dire financial situation in Sulaymaniyah and its political dependencies."

    In a lengthy message he posted on his page (January 15, 2023) after a session of the KRG Council of Ministers boycotted by the Patriotic Union of Kurdistan, Barzani mentioned: For nearly two years, there have been problems in collecting revenues and the disappearance of funds in Sulaymaniyah, Karmian, Halabja and Rabin banks, and a committee has been formed in the Ministry The Ministry of Finance and the Ministry of Interior investigated this problem and it was found that some persons and parties interfere in the process of collecting revenues for their own interests, and they bear responsibility for the damage inflicted on citizens and government institutions.   
      
    The head of the regional government put forward five points to resolve the outstanding issues with the union as a main participant with his government, which are:   
      
    First: Referring the suspect in the assassination of Hooker Jaffe - an officer affiliated with the Security Council - to the court, forming a joint committee to investigate and announcing the results to the public with the participation of external parties.  
      
    Second: Revenue collection must be centralized and revenue collection, especially at border points, must be subject to intense central oversight.  
      
    Third: Not to create obstacles to the process of reform and reunification of the Peshmerga forces.  
      
    Fourth: The Kurdistan Parliament should hold its session to reactivate the High Electoral Commission and hold elections for the Kurdistan Parliament this year.  
      
    Fifth: The political parties participating in the government must support the Kurdistan Regional Government, not be in the government, and play the role of opposition outside it.
