The civil defense teams managed, at dawn yesterday, Monday, to rescue two workers who were trapped under tons of concrete and reinforcing bars as a result of the collapse of the roof of a mall under construction in Anbar, and the accident comes less than 24 hours after a similar accident in a mall under construction near the Al-Shaab International Stadium in Zayouna district in Baghdad. This prompted observers and parliamentarians to point the finger of negligence and assume responsibility towards the engineering departments and investment commissions in implementing such projects in a poor manner, coupled with a lack of experience on the part of the resident engineer.
The Civil Defense Directorate said in a statement: “The civil defense teams succeeded in rescuing two workers who were trapped under tons of concrete, reinforcing bars, and wood mold as a result of the collapse of a roof during the pouring operations on the fourth floor of the (Al-Ramadi Al-Kabir) mall in the Al-Moallem area, Al-Ramadi district, Anbar Governorate, at dawn on Monday.”
The statement added, “The civil defense rescue teams rushed to the site of the accident and, upon their arrival, began conducting search and rescue operations, removing the injured from work, providing first aid, and securing their transfer to Ramadi General Hospital for treatment,” noting that “while an investigation was opened, a forensic expert was called to determine The reasons for the collapse inside the mall and identifying the default.
Commenting on the two incidents in Baghdad and Anbar, a member of the Parliamentary Investment and Development Committee, Asaad Al-Bazuni, said in an interview with Al-Sabah: “The repeated collapse of buildings and the fall of victims in many provinces is evidence that the department of the resident engineer responsible for these projects is not serious and does not arm itself with weapons.” Good knowledge and experience.
He pointed out that «there is a clear imbalance in the departments responsible for these projects, especially since there is a mechanism that is followed by the resident engineer department and obtaining approvals and full agreements to complete the project, and that the occurrence of such incidents is evidence of two issues; The first relates to the resident engineer and his lack of sufficient experience to complete such projects, and the second indicates the existence of cases of corruption that lead to such cases. .
For his part, the Director General of Civil Defense, Major General Mohsen Kazem Allak, said in an interview with Al-Sabah that “the Directorate of Civil Defense is only concerned with safety measures and does not have the power to identify the negligent, but the Directorate, according to its own law, demands that an investigation be opened in every accident by summoning A forensic expert with the designation of a representative of the civil defense who is a member of the committee to determine the cause of the accident.” He added that “after that, the investigation is conducted by specialists based on the report of the forensic experts, then the cause and default are determined and announced by the authorities concerned with the investigation, and the civil defense is informed of the reason.” incident, and the procedures take their legal contexts.”
He pointed out, "According to the Civil Defense's vision, what happened during the past 24 hours in terms of collapse incidents during concrete pouring operations is due to design errors or implementation errors."
With regard to legal procedures, the Director General of Civil Defense explained that “the directorate is not concerned with judicial legal procedures, as its role is limited to being a first responder to accidents, then the site is referred to the competent authorities according to their respective work within the law.”
