    Although nearly two years have passed since the start of the new legislative session, 6 parliamentary committees are still working according to an interim administration, as they are headed by senior heads, while presidents, deputies and rapporteurs were elected for the rest of the committees.

    Among these committees are: endowments, clans, martyrs and political prisoners, culture and media, youth and sports, which are classified as Category (C) committees that do not constitute a target for political blocs.

    In a previous statement, the representative of the "Al-Fateh" coalition, Hussein Al-Yasari, accused the quota system of having delayed naming a chairperson and vice-chairman for each of its committees.



    Representative [url=https://www.alsumaria.tv/Entity/418034880/%D9%83%D8%A7%D8%B8%D9%85 %D8%A7%D9%84%D8%B7%D9%88%D9%83%D9%8A/ar/]Kazem Al-Touki[/url] believes that these committees carry out their work smoothly and without delay, despite the delay in electing permanent chairs for them. Al-Touki said that "although no permanent heads are appointed for these parliamentary committees, they work smoothly," adding, "Nevertheless, having a permanent president is much better."

    He continued, "We noticed that these committees played their role and contributed to the adoption of several laws, and that the work of these committees is proceeding smoothly and with a political agreement." He denied that the delay in appointing the heads of the committees was due to their insignificance, and indicated that "after the division of the important committees, some blocs tried to obtain these committees as compensation," according to the official newspaper.

    On January 18, 2023, the House of Representatives voted on the members of its 25 parliamentary committees, after it canceled previous decisions regarding the distribution of its deputies among those committees.

    For his part, legal expert Majid Mijbas considered that the work of parliamentary committees is affected by administrative instability in terms of not electing permanent heads for them. "The parliament's bylaws are supposed to define several contexts, including the presence of a permanent chairman of the parliamentary committee," Mijbas said, adding that "there are no negative consequences resulting from the absence of a permanent chairman."

    He added, "There is an administrative custom that every committee is supposed to have an elected president," stressing "the importance of adhering to the legal rule or the custom that runs its course." He pointed out the existence of a "political and administrative imbalance," and concluded by saying: "The failure to elect permanent heads of parliamentary committees is due exclusively to the political dispute," according to the newspaper.
