    The head of the State of Law coalition, Nouri al-Maliki, considered that bets on postponing the elections or promoting a boycott of them are failed bets, considering that delaying the provincial council elections affected the provision of services. 

    Al-Maliki said during the coalition's electoral machine launch conference, “All bets on postponing the election date and mobilizing against a lack of turnout at the ballot boxes are failed bets.” [/rtl]
    [rtl]He added, "We are betting on the people, their awareness, and their independent national decision to thwart the postponement and boycott plans, and they will have their participation to have their say."  [/rtl]
    [rtl] He added, “Whoever wants to change reality must participate in the elections,” noting that “the will of the citizens is the basic foundation in building the current regime and establishing the current democratic system.”[/rtl]
    [rtl]   He stated that "the opinion of the masses is the ladder that elevates one political class and a confronting group and brings another down from power if they are not up to the level of authority and responsibility."[/rtl]
    [rtl]   He considered that "those who talk about canceling or postponing the elections are unaware that they are a constitutional and popular entitlement, and disrupting the elections and dissolving the councils is considered disrupting one of the pillars of democracy." He pointed out that "we are very late in holding provincial council elections because of their importance in serving the provinces."[/rtl]
