The latest official statistics in the Kurdistan region indicate that unemployment rates have risen to 12 percent among young people, at a time when foreign workers are infiltrating the labor market in much larger numbers than officially recorded in the records of the Ministry of Labor, which said it is planning a new employment program that imposes national participation rates. . The spokesman for the Ministry of Labor and Social Affairs in the regional government, Arian Ahmed Mustafa, acknowledged the impact of foreign workers after the recent decision of the region’s Council of Ministers on the need to stop the influx of foreign workers, and said: “If any company wants to bring in a group of foreign workers, the percentage must be 25 percent of Kurdish citizens and 25 percent of foreigners.”
Mustafa added, in an interview with “Al-Sabah,” that “the Ministry gave companies until the end of this month to implement the decision, to take into account the experience and competence of some foreign workers,” pointing out that “the Ministry held joint meetings with the Interior to discuss the issue, as the Ministry is not the only one concerned with bringing in workers.” Foreign investments are also added, as is the Ministry of Oil and its oil companies.”
He pointed out that "the arrival of some foreign workers to the region takes place without fees, and those coming from Baghdad and vice versa are added to them," pointing out that "the Ministry, as an official body, registered eight thousand foreign workers with the guarantee of the companies for which they work."
In turn, economic expert Farman Hussein said: “The presence of foreign workers in Kurdistan has greatly affected the inflation of unemployment rates in the region in light of the current major and stifling economic crisis. Emphasis should be placed on the issue of granting licenses to foreign companies and obligating them to employ people of the region. The same applies to hotels.” Restaurants and other places of business.
Hussein explained to Al-Sabah, “Most employers are now resorting to hiring Asian and African workers due to cheap wages, and this has led to unemployment rates rising to record levels of 12 percent more than last year.”
While human rights activist Parwin Barzanji pointed out that “dealing with foreign worker cases is subject to the Iraqi law in force in the region in terms of guaranteeing the right of the foreign complainant and in the event of death and other circumstances.”
Barzanji said, in an interview with “Al-Sabah”: “Companies are the guarantors of foreign workers, but the law is concerned with public rights and will not interfere in the details of companies, and is satisfied with the complaints and rights of workers outside the scope of work in companies, such as infringement, death, and accidents, and here it works.” Eliminating the completion of their papers and sending them to their countries with the entire invitation file.”
