    The Independent High Electoral Commission approved the obligation of all parties, alliances, and individual lists to open a bank account and submit an estimated statement of the expenses that will be spent on electoral campaigns.
     Director General of the Department of Political Parties and Organizations Affairs at the Independent High Electoral Commission, Heman Tahseen, said in an interview followed by “Al-Ma’louma”: “For the first time, the Commission has approved the instructions for the maximum spending on electoral campaigns, obligating all parties, alliances, and individual lists to open a bank account and provide A statement of estimated accounts for the expenses that will be spent on electoral campaigns, and they are obligated to submit a preliminary report, and they are also obligated to submit a final report and obligated to certify a bank accountant.”
     He added: "We have a workshop on this subject and its work will continue until the sixth of this month of November. We have formed main committees in Baghdad and the governorates, and these committees have begun their work."
     Regarding violations in advertising campaigns, Tahseen confirmed, “The Commission has formed committees to monitor violations, and throughout the electoral campaign they will monitor violations and refer them to the Commission, so that the appropriate decision regarding the violations is taken.”
     He pointed out, "Under the law, electoral propaganda is divided into two parts. The first falls within the authority and jurisdiction of the Commission with regard to imposing penalties, and the second falls within the jurisdiction of the criminal courts in the event that these acts constitute electoral crimes."
