The head of the Supreme Judicial Council, Judge Faiq Zaidan, considered money laundering and terrorist financing crimes one of the grave risks to the economic and social aspects in Iraq and the world, stressing at the same time that Iraq is committed to international requirements to combat money laundering and that it has succeeded in confiscating the funds obtained from these crimes.
Zidane said in his speech at the launch ceremony of the “Financial Investigation Guide” by the United Nations Development Program (UNDP), which Al-Sabah attended: “The launch of the (Financial Investigation Guide) is the first of its kind in Iraq, as our participation in launching the guide and celebrating... Its launch reflects the importance of financial investigation into money laundering crimes, indicating that “these crimes threaten security and contribute to spreading terror and destruction depending on the proceeds from the money drain.”
He added, “Iraq succeeded in confiscating these funds, which is evidence of its commitment to the requirements of combating money laundering and terrorist financing in accordance with international standards, as Iraq seeks, in cooperation with various parties, to raise the competencies of specialists in this field in the agencies concerned with law enforcement, and to increase and develop human resources specialized in combating The crimes caused by this money, so that it can cover the actual need in the field of parallel financial investigation.”
He stressed that “efforts are being made in coordination with various concerned agencies to overcome the obstacle of complexity and difficulty that characterize financial crimes.”
For his part, the head of the Judicial Council in the Kurdistan Region, Judge Abdul Jabbar Aziz, expressed his happiness with the successful management of anti-corruption files thanks to the close coordination between the three authorities in the region, and the placement of great responsibilities - in addition to the judicial authority - on the legislative and executive authorities.
Aziz said in his speech: “The Judicial Council in the region will continue to work in coordination with the Federal Supreme Judicial Council and United Nations bodies to combat crimes that are increasing day after day and in various ways to eliminate them.”
As for the Regional Director of the United Nations Office to Combat Drug Crime, Ali Brier, he expressed his pride in what happened in Iraq during the past two years in the face of a number of issues.
Brier said in his speech: “Iraq was placed on some lists related to financial monitoring, and we see that the seriousness that the state took in confronting and dealing with international consulates led to Iraq being removed from these lists, and we insist on continuing to provide support to Iraq in these matters.” “.
The “Financial Investigation Manual” is a practical guide for conducting parallel and integrated financial investigations for use by investigating judges and institutions responsible for conducting criminal investigations. It aims to provide a consistent investigation procedure for obtaining information and evidence obtained during the criminal investigation, analyzing it, summarizing it, and presenting it before the courts in a proper manner.
