    In greater detail, during the past 12 years, Syria’s exports to Iraq decreased at an annual rate of 13.4%, from $393 million in 2003 to $69.6 million in 2015.

    The report shows that Iraq was one of Syria's most prominent trading partners before 2011. However, after the state of security and political turmoil subsided in the two countries since 2018, economic cooperation remained below the expected level, and many restrictions were imposed, on the Iraqi side in particular.

    The report indicates that one of the explanations for this is that the Iraqi side intends to obstruct Syrian exports to its territory, in order to bargain with the Syrian regime to change its policies regarding some controversial issues, the most prominent of which is security cooperation to control the porous borders and curb drug smuggling, in addition to the water issue.

    In addition, the report believes that internal actors in Iraq intend to influence the state’s decision to restrict Syrian goods to prevent competition with Turkish and Iranian goods, as evidenced by statements by the head of the Federation of International Goods Shipping Companies in Syria, who said that day that there are influential Iraqi non-governmental bodies that obstructed Implementing an official decision allowing the entry of Syrian trucks into Iraqi territory, explaining that there are parties inside Iraq that do not want to allow the Syrian product to arrive at a reasonable cost, so that it does not become a competitor to Turkish and other products. And “others” means Iranian. This is confirmed by the statement of one of the representatives of Syrian exporters, about two months ago, when he confirmed that Iranian citrus fruits had displaced their Syrian counterparts from the Iraqi market.
