    Today, Sunday (March 24, 2024), the Iraqi Minister of Immigration and Displacement, Ivan Faiq Jabro, revealed the details of the file for the return of families and children associated with ISIS members, who reside in Al-Hawl camp.
    Jabro confirmed in a televised interview that “the Iraqi security services are carrying out security checks on those returning from Al-Hawl Camp,” stressing that “there is a special rehabilitation process for families returning from Al-Hawl Camp, especially children and women.”
    Jabro explained that "900,000 Iraqi families were displaced in 2014 due to ISIS," indicating that "the government dealt seriously and professionally with the displacement issue. All camps were closed and 23 camps remained in the Kurdistan region."
    She continued, “The government rejects the forced return of the displaced, but the security services follow up on those who returned from Al-Hawl camp periodically,” adding that “the return of the Iraqi families who lived in Al-Hawl camp is taking place through a joint government effort and through the security committee.”
    She added that "about two thousand Iraqi families have left the camp and returned to Iraq so far."

    Experts and observers believe that untangling the Al-Hawl camp knot, which is one of the largest remnants of ISIS, requires concerted international and Iraqi efforts, and that the return of more than 30,000 Iraqis, including a large number of ISIS members and their families, is an extremely complex process that takes a long time, and requires strict and professional plans and mechanisms for auditing. And sorting between those who can be rehabilitated and integrated into society, and those who serve as sleeper cells for ISIS.
    Other analysts believe that absorbing the Iraqis, especially women and children, and rehabilitating and integrating them into society, is a rational government approach to address an issue that affects tens of thousands of citizens, and is necessary to bring the curtain down on the last chapters of the ISIS era.
    Regarding the importance of the Iraqi move announced by the National Security Advisor, writer and political analyst Ali Al-Baidar said in a press interview, “This is an important indicator of Baghdad’s endeavor to settle this thorny issue, which constituted a shift in its approach to it, by viewing the Iraqis with horror, especially women and children, as victims.” "Not all of them are necessarily perpetrators and involved in terrorism."
    Al-Baidar added: “Iraq, in accordance with this wise and keen vision to resolve this chronic issue, and in accordance with the national and legal responsibility of the government, will succeed in settling this urgent security and legal issue.”
    In turn, security researcher Raad Hashem said in a previous statement, “The return of these families undoubtedly requires integration between Iraqi and international efforts to defuse this time bomb that has been ticking for about 8 years as an urgent necessity for the security of Iraq, the region, and the world as a whole.”
    He explained, "Despite the seriousness of Iraq and the United Nations in seeking to end this file, there are countries whose positions on the camp problem are characterized by ambiguity and lack of clarity, through evasion and procrastination in handing over their citizens from those residing there."
    He pointed out: "The matter is complex and requires great scrutiny, as there is a section of these Iraqi families whose hands are stained with blood, and they are involved in terrorism and carry a dangerous takfiri ideology. Therefore, integrating them into Iraqi society is extremely difficult, regardless of their degrees and levels of involvement with the organization."
    Hashem concluded his speech by saying: “We do not have specialized institutions to rehabilitate these families and determine whether they have actually been liberated from the criminal intellectual and behavioral taints of ISIS or not, and for this reason there is generally societal rejection of their return and lack of acceptance of it, as we observed, for example, in the provinces of Nineveh and Salah al-Din.” ".
    Recently, Iraq intensified operations to recover its citizens from the "Al-Hawl Camp" in northeastern Syria, to reduce the threats of militants in the camp, which houses tens of thousands of people, most of whom are wives and children of members and supporters of the terrorist organization ISIS.
