    The
Secretariat announced a Cabinet on Thursday, forming a Committee to
compensate farmers for land contractors located within the border area
between Iraqi and Kuwaiti sides, confirmed that this procedure was for
the purpose of compensating the contractors from Iraqi farmers on the
    land.

The secretariat said in a statement received (range)
"Department of the commissions of the General Secretariat of the Council
of Ministers formed a Committee to assess the value of agricultural
utility for each of farms within the border zone between Iraq and
Kuwait", stating that "these territories became princely and Iraqi
action was for the purpose of compensating the contractors from Iraqi
    farmers on the land."

The statement added that "the problem by
diwani (23) of 2013 would be headed by the Governor of Basra Adviser for
Administration and membership representatives from ministries
(agriculture, Foreign Affairs), as well as the relevant authorities in
the province," he said, adding that "the Commission will lift its
recommendations to the General Secretariat of the Council of Ministers
    to take the necessary action."

    The Iraqi Foreign Ministry had
announced on 22 March 2013, that Iraq will proceed by building a city of
220 houses in Basra, Safwan area allocated to farmers as compensation
for their homes border, she was the agreement with Kuwait to reduce the
buffer zone of 500 metres to 50 metres, he noted that the remaining
files with Kuwait will be in binary form away from the United Nations.

    His
step the Secretariat General of the Council of Ministers, to compensate
farmers who owned land between the Iraqi and Kuwaiti sides after
tensions between residents of the border areas of Iraq with Kuwait
because United Nations resolutions giving part of Iraqi territory to
Kuwait within a plan delineating the border between the two countries.

    It
was a source of the Iraqi border guards, on the 7th of March 2013, a
meeting gathering the border guards of the Iraqi and Kuwaiti, a
Committee of the United Nations to study the implementation of the
agreements between the Governments of the two countries to demarcate a
new border between them, adding that there were 250 homes inhabited by
Iraqi Umm Qasr will be cleared of its population into the territories to
Kuwaiti sovereignty by these agreements, the Government expressed its
displeasure at the local Basra of "forcing Iraq to give up its
    territory.

And the border area between Iraq and Kuwait over the
past two weeks, demonstrations by the people of Umm Qasr to protest the
construction of the pipeline between the two, and threatened with
exposure to the Kuwaitis in the event to continue building, also called
the Iraqi Parliament's Basra on 12 March, the Governments of Iraq and
Kuwait and the United Nations to stop the action of the new borders and
reject the inclusion of oil wells in the area to the sovereignty of
Kuwait until reaching a solution satisfactory to both parties and to
reconsider the agreement signed by the previous regime with Kuwait.

    However,
the response to these calls came on the same day, over a complaint
filed by the Kuwaiti Foreign Ministry, the United Nations and the
Government of Iraq expressing "displeasure" of the protests of the
citizens and Iraqi officials near the border with Iraq, and stressed
that it recognized the Iraqi Government issued a statement protesting
the "irresponsible action" in the region, and called on the Iraqi
Government to enable the border of its performance teams "for the
benefit of Iraq," and expressed readiness to cooperate with Kuwait

    The UN
Security Council issued a General (1993) (833) the demarcation of the
boundary between Kuwait and Iraq, and along some (216 km), the
application of resolution partially under the former regime to carve out
vast tracts of Iraqi territory and its annexation to Kuwaiti territory
and included land in Safwan and Umm Qasr area since the mid-1990s has
become entirely within the boundaries of the State of Kuwait.

    And
many Iraqi officials objected after the fall of the former regime in
2003 to complete the demarcation of the land boundary between the two
countries in accordance with resolution 833, as that decision imposed on
Iraq under international pressure and in extraordinary circumstances.

    In
2005, dozens of residents attacked in Safwan and Umm Qasr, a foreign
company was the pipeline for demarcation of the land boundary, the
protests and the attendant night mortar shelling to stop working on the
    project before its completion.
