    Working for the Iraqi parliamentary committee comprising members of the committees of legal and provinces to put the final touches on the draft law on the formation of the "Council of the Union", which is, according to the constitution, an integral part of the legislative authority.

    And awaits Parliament a draft law developed by the government to be compared with his project in order to avoid an appeal in the event of approval on the grounds that the bills should come from the government first.

    Article 48 of the Constitution provides that "the legislature consists of the House of Representatives and the Federation Council," while Article 65 on the "Create a legislative council called the Federation Council includes representatives of the regions and governorates that are not organized in a region, and regulates the composition, membership conditions, and terms of reference, and all that it involves, the law enacted with a majority of two-thirds of the members of the House of Representatives. "

     A member of the legal committee in Parliament MP Mustafa nice that "a joint committee comprising members of the Committees legal and Tcetkmlan provinces formulate a draft law on the formation of the Federation Council after directed to speed up adoption by Parliament."  He pointed out that "the bill has a first reading last year but postponed due to the objection recorded by the Federal Court on some of the paragraphs that have been avoided now," and pointed out that "the bill reached the final stages and will be presented for the second reading soon."

    He explained that "Parliament is waiting for the arrival of a copy of the law that must be provided by the government for compliance with the project and unification to prevent challenged because of prior opinion of the Federal Court imposed the laws come from the government."

     According to the draft, which I read once, the powers of the Federation Council veto power over laws and regulations issued by the parliament and the government in the event which saw irregularities. Among the most prominent of those laws that are entitled to the Federation Council revoked those of the provinces and territories, especially to members of the Federation Council will choose from the provinces and will have the power to reject any legislation limiting the powers of the provinces that finally approved by parliament. And the Board of Control ensure the rights of regions and governorates that are not organized in a region in the fair participation in the administration of the various federal state institutions, and to provide ideas and projects of the rights relating to the Territories and provinces to the House of Representatives.

    The provinces will have four of the 18 representatives with the exception of the capital, which some people call up their representation, in addition to the demands of the allocation of quota for minorities and women. It applies to members of the Federation Council meet the conditions of Representatives in terms of filtration and provisions and the legal status and immunity, and pointed out that the current controversies concerning ways to choose and composition of the council members.

    And a preliminary draft of the bill, the "powers of the Board set aside some of the laws that it deems inappropriate and thus returned to the council and if Parliament could vote by two-thirds of the members of this law shall take effect, while the Federation Council can not enact laws, but offers suggestions."
