Aware of the importance of modernizing the system of public administration at all levels of legal, administrative and development work tools and technical capacity and skills of the manpower and infrastructure in the context of the vision and comprehensive national government approved the framework document and a roadmap administrative reform in Iraq made by the advisers in the Presidency of the Council of Ministers.
