RAMALLAH, West Bank - Palestinian Prime Minister Rami al-Hamdallah on Sunday accused Israel of pirating Palestinian tax funds and violating international agreements after the Israeli ministerial committee approved a bill to deduct the allocations of detainees and families of martyrs from Palestinian clearing funds.
