    The UN Special Representative to Iraq, Jan Kubic, said the formation of a new Iraqi government is the only guarantor of the country's future, but expressed his fear of its formation by adopting the principle of "corruption-ridden quotas."
    This came in a statement presented by the UN official, late on Tuesday evening before the UN Security Council on developments in Iraq.
    "The new government will also be the guarantor of the development of the Iraqi people, the region and its stability," Kubic said, adding that "the country is coming next May 12 to a very important parliamentary election."
    "The Iraqi forces formed alliances that they said were trans-sectarian and the upcoming elections will be a confirmation of the Iraqis' ability to overcome sectarian divisions," he said.
    He expressed his fear that "the system of quotas, which is mixed with corruption, will lead to the emergence of a future government not far from this approach, but it is hoped to find a government that guarantees the sovereignty and independence of Iraq provides stability factors for the interior and the region as a whole."
    He pointed out that "the existence of government pledges to return the bulk of the displaced to ensure their participation in the elections in their cities," pointing out that "the data indicate the possibility of the survival of more than one million of them in camps for displaced persons at the time of the elections."
    "The threat of the terrorist organization still exists, and the Iraqi forces are trying to eliminate its remnants in the country and provide a safe environment for Iraqis to freely choose their representatives in the May elections," he said.
