Committee member Saeb Khader said he understood "the campaign against the law because it will contribute to the lack of access of small blocs and independent figures to the provincial councils and keep control of those councils monopoly of the parties and large blocs."
Khaddar added that "the Legal Committee discussed four formulas to modify the percentage of counting of votes, for example, the choice of the formula 1.9 and allow the rise of the largest losers in the event of not winning their lists, also put forward version 1.4, but the choice of parliament signed on the formula 1.9".
"The new amendment is much better than the previous law, and the proportion of the counting of votes will not make a big difference to the winning lists, even if they adopt version 1.3 of the law (Saint Lego)," Khadr said.
"The possibility of changing the ratio or amending the new amendment, given the timing of the elections that do not allow any change," the committee member ruled out.
